About each permit
Zoning Permit (Commercial and Sign) — Before Any Building or Sign Permit
Section 14.14.02 A of the Lake County Land Development Regulations states that "a zoning permit Shall be required prior to the issuance of any building permit or sign permit", with applications available from the County Manager or designee. For a commercial building, addition or accessory structure, Sec. 14.14.02 B calls for a completed zoning permit/building permit application, a copy of the current tax receipt or property record card with the recorded warranty deed, and a plot plan showing that the development meets county regulations. Under Sec. 14.14.02 C the zoning permit expires and becomes void 30 calendar days after issuance unless a completed building permit application has been submitted within that time. The Planning and Zoning fee schedule lists separate commercial and sign zoning permits; the amounts in the adopted FY2026 schedule differ from those in the proposed FY2027 schedule, so no amount is given here; contact the Office of Planning & Zoning for the amount in effect. Zoning packets can be applied for through the county's Online Plan Review System, linked from the Property Zoning & Use Inquiries page.
Open Air Vendor Approval (Temporary Sales, Up to 30 Days)
Section 14.19.00 of the Lake County Land Development Regulations applies to all open air vendors within the county, except roadside stands selling produce raised on the farmland they are part of. Under Sec. 14.19.00 C the county manager or designee may approve the sale of merchandise by an open air vendor for a period not to exceed 30 days on receipt of: a valid business tax receipt; a letter from the property owner giving permission and indicating that sanitary facilities will be available to customers; a site plan showing the vendor's location; and proof of meeting the additional standards in subsection D. Open air vendors may locate only in commercial zoning, in the C-1, C-2, C-3, CP, LM, HM, MP and CFD districts, where there is enough parking and the stall does not interrupt traffic. Subsection D requires sellers of pyrotechnic items to be licensed by the state fire marshal with the location approved by the county fire marshal, and electrical hook-ups to meet the county's adopted electrical code. The Planning and Zoning fee schedule lists an Open Air Vendor Permit; the amount in the adopted FY2026 schedule differs from the amount in the proposed FY2027 schedule, so no amount is given here; contact the Office of Planning & Zoning for the amount in effect.
