Certificate of Occupancy / Certificate of Completion
Section 123-5, read directly, names three distinct $200.00 charges and none is a standard issuance fee: a penalty applies where an owner, contractor or other person 'allows occupancy' without ever obtaining a required Certificate of Occupancy or Completion; the same $200.00 applies where a Certificate of Occupancy or Completion 'is requested... one year or more after final inspections have been performed'; and a separate $200.00 covers a Certificate of Estoppel, a distinct document available only for a single-family dwelling six or more years after construction. Unlike Bridgeport, whose schedule states an explicit $125 Certificate of Occupancy surcharge, Stamford's own Fees chapter names no charge for a Certificate of Occupancy or Completion requested in the ordinary course, so it rides on the underlying Building Permit fee rather than billing separately.
