About each permit
Certificate of Occupancy
Changing a building's use (for example converting commercial space into a different occupancy) requires a new Certificate of Occupancy. Must be requested from the inspector directly once all permitted work is inspected and approved, and before any tenant moves in. Demolition of an entire structure does not require either certificate.
Building Permit (Commercial)
Applied for entirely online through the Building Department's Permit and Licensing Portal — paper applications are not accepted. A separate Demolition fee schedule applies to complete demolition of a structure, and a Revised Estimate schedule applies when the cost of an already-permitted project changes. Confirm the treatment of amounts falling between the table's $1,000 increments with the Building Department (203-946-8045).
Sign Permit
The Building Department's own Sign Permit Application form requires the City Plan Department's zoning review and sign-off ('Reviewed and approved by Zoning') on the same application before the Building Department will issue the permit — this is not a Building Department-only process.
Contractor Licensing — Connecticut State License Applies (New Haven)
The Building Department's Contractor Info page states that an online permit application needs 'a copy of your non-expired state issued contractor license' plus a copy of workers' compensation/liability insurance (or Workers' Compensation Form 7B). The page describes no separate New Haven contractor registration, fee or exam, so no fee applies at the city level. A contractor still needs whichever Connecticut DCP license applies (recorded on the Connecticut state page) and, per project, the Building Permit and any Letter of Zoning Compliance recorded above.
