About each permit

Retail Food Facility Health Permit

The Department of Environmental Resources says it is 'the local enforcement agency responsible for issuing food facility permits, inspecting food facilities, and enforcing the California Retail Food Code within the county', and its Food Program page lists permitting, inspections and enforcement of retail food facilities, with inspection results posted online. County Code §6.48.020 makes it unlawful 'to engage in the business of conducting a restaurant within the county without first having obtained, and thereafter keeping posted in a conspicuous place on the premises for which it is issued, an unexpired permit', and §6.48.050 says the permit expires twelve calendar months after issuance. The Department's food facility permit application asks whether the facility is 'Within City Limits'. Amounts are from the Department of Environmental Resources fee schedule headed 'Fees Effective 07/14/26', which carries the fees of Ordinance C.S. 1414 (Board of Supervisors minutes, item 6.A.5); the categories and sizes shown are the schedule's own labels, and the schedule prints no further description of which business falls in each category. A new or remodelled facility goes through plan check, billed at the schedule's Weighted Labor Rate of $150 per hour.

Public Pool / Spa Health Permit

A gym or fitness studio that operates a public pool or spa pays an annual Recreational Health permit fee to the Stanislaus County Department of Environmental Resources: $340 for a single public pool or spa, and $238 for each additional pool or spa at the same site. A studio without a pool or spa has no pool permit. The amounts are from the Recreational Health section of the Department of Environmental Resources fee schedule headed 'Fees Effective 07/14/26', which cites California Health and Safety Code §101325 and carries the fees of Ordinance C.S. 1414 (Board of Supervisors minutes, item 6.A.5); the schedule dates both lines to 2023. Contact Environmental Health at (209) 525-6700 for the permit application.

Mobile Food Facility Health Permit

The Department of Environmental Resources' Mobile Food Facility Permit Requirements sheet says 'According to California Retail Food Code, Section 114381(a), a food facility shall not be open for business without a valid permit', that an approved permit holder 'will be granted a valid health permit to operate and provide food service in Stanislaus County', and that 'The permit will expire in a year or less', with the holder responsible for arranging the renewal inspection before expiry. The sheet lists what is needed before the permit inspection, including the application, current vehicle registration, a commissary letter, a vending location verification form and the permit fee, and says Planning requires a plot plan for a fixed-location mobile food facility. It strongly recommends that owners of new vehicles submit plans for review by the Department. Amounts are from the Department of Environmental Resources fee schedule headed 'Fees Effective 07/14/26' (Ordinance C.S. 1414); the category numbers are the schedule's own labels. A vendor selling in the unincorporated area also needs the Treasurer-Tax Collector's itinerant / mobile vendor permit.

Body Art Facility Health Permit and Artist Registration

The Department of Environmental Resources' Body Art Program page says the county's Environmental Health Division is the local enforcement agency under the Safe Body Art Act, which 'regulates the performance of tattooing, body piercing and permanent cosmetics in permanent facilities, vehicles and at temporary events', that 'All facilities will be required to obtain a Health Permit from the Department of Environmental Resources', and that 'Only registered body art practitioners practicing in permitted facilities are allowed to practice within Stanislaus County'. A salon offering tattooing, piercing or permanent cosmetics therefore holds the facility permit and each artist registers annually; a salon offering only hair, nail or skin services without body art has no body art permit. Amounts are from the Body Art section of the Department of Environmental Resources fee schedule headed 'Fees Effective 07/14/26' (Ordinance C.S. 1414).
