About each permit

Medical Waste Generator Registration (veterinary clinic or hospital)

The Department of Environmental Resources' Medical Waste Program page says that for Stanislaus County the Department 'serves as the responsible agency for enforcement of applicable laws, regulations and ordinances', and 'We require that Large Quantity Generators (LQGs), State-licensed Small Quantity Generators (SQGs), Common Storage Facilities (CSFs) and On-site Treatment Facilities (TFs) obtain registration from our Department.' The page links the registration and permit form and a separate Certification Statement. A veterinary clinic or hospital that must register pays the schedule's 'Veterinary Clinic or Hospital' fee of $305 a year, from the Medical Waste Program section of the Department of Environmental Resources fee schedule headed 'Fees Effective 07/14/26' (Ordinance C.S. 1414); the schedule dates that line to 2015.

Hazardous Materials Business Plan (CUPA)

The Board of Supervisors staff report of 28 April 2026 says Stanislaus County was certified by the California Environmental Protection Agency 'to serve as the Certified Unified Program Agency (CUPA) for all of Stanislaus County', and that the Department of Environmental Resources' Hazardous Materials Division administers the CUPA program. The Department's Hazardous Materials Disclosure Program page lists the reporting thresholds of 500 pounds of a solid substance, 55 gallons of a liquid and 200 cubic feet of compressed gas, and says all facilities required to file a business plan electronically must 'annually review and certify that the information provided in the HMBP is complete, accurate and in compliance with reporting requirements (CA Health & Safety Code, § 25508.2)'. An auto-repair shop, contractor yard, store or veterinary practice holding oils, solvents, gases or similar materials at those levels files a business plan and pays the annual fee by the number of chemicals reported. Amounts are from the Hazardous Material Disclosure Program section of the Department of Environmental Resources fee schedule headed 'Fees Effective 07/14/26' (Ordinance C.S. 1414). The Department offers CERS help at (209) 525-6700.

Hazardous Waste Generator Program (CUPA)

As the CUPA that the Board staff report of 28 April 2026 describes as serving 'all of Stanislaus County', the Department of Environmental Resources charges an annual hazardous waste generator fee by the amount of hazardous waste a business generates each month. An auto-repair shop producing waste oil, solvents, filters or similar waste, or a contractor generating hazardous waste, falls in one of three tiers: under 220 pounds a month, over 220 to under 2,200 pounds a month, or over 2,200 pounds a month. Amounts are from the Hazardous Waste Generator and Tiered Permitting Program section of the Department of Environmental Resources fee schedule headed 'Fees Effective 07/14/26', which cites Health and Safety Code §25404.5 and carries the fees of Ordinance C.S. 1414 (Board of Supervisors minutes, item 6.A.5).
