Business licenses and permits in Riverside County, California

Riverside County's own 'Business Licenses and Permits' page names no general county business license: it frames county licensing as a set of activity-specific permits from separate departments rather than one license, and directs general licensing questions to the state Dept. of Tax and Fee Administration. A business's actual county-level obligations depend on which of four agencies reaches it, and each reaches different geography. The Dept. of Environmental Health (RUHS-DEH) is countywide — its food, mobile food, tobacco, pool/spa, hazardous-waste/CUPA and medical-waste permits apply in all 28 incorporated cities and the unincorporated area alike, because Riverside County Code Ch. 4.52's 'Area of Application' language reaches incorporated territory too; Ch. 4.52 §4 carves out an exception for any city running its own duplicate ordinance, so a business inside an incorporated city should check that city's code for one. Planning, Building & Safety and the Sheriff's Department, by contrast, reach the unincorporated area only; each incorporated city runs its own zoning, building and specialty-licensing programs instead. Riverside County Fire Department serves the unincorporated area plus roughly 20 incorporated cities under contract, but not the City of Riverside (its own department) or Calimesa and Canyon Lake (both left RVCFD in 2018 and 2022 respectively to form their own departments). Business (Stormwater) Registration, the closest thing to a general registration, is also unincorporated-area-only. Trade licenses (contractor, cosmetology) and the state business registration are state functions carried at the state layer, not county ones.

What do these permits involve in Riverside County?

Business (Stormwater) Registration

Every business physically located or operating in the unincorporated area of Riverside County — including a mobile business and a state-licensed contractor — must register under Ordinance 857.1, even categories that pay no fee: home occupations conducted entirely by phone, mail or internet with no stormwater impact, non-profits, agricultural operations, churches and residential-care facilities all still must register within 60 days of notification. The first-year registration fee is $45, annual renewal is $30, a change of business name or location is $30, and a duplicate registration certificate is $10 — these are the complete fee components, not tiers that stack. This registration applies only in the unincorporated area; a business inside any of the 28 incorporated cities instead checks that city's own business-license ordinance and does not need this county registration. It is a stormwater-compliance registration, not a general business license, and confers no separate operating authority.

General Business License — Riverside County position

No fee applies. Riverside County's own 'Business Licenses and Permits' page frames county licensing as a set of activity-specific permits issued by separate departments — Planning, Building & Safety, the Agricultural Commissioner, Transportation, Environmental Health and the Sheriff's Department — rather than a single general license, and it refers general business-licensing questions to the California Dept. of Tax and Fee Administration. The closest county-level analog for a business physically located in the unincorporated area is the Business (Stormwater) Registration (recorded separately below), which is a registration, not a license, and does not authorize any specific activity. All 28 incorporated cities in Riverside County run their own separate business-license programs, which are not covered on this county page. A business inside an incorporated city should check both this page and its city's requirements.

Commercial Building Permit — New Building / Tenant Improvement

New commercial construction in the unincorporated area requires an $11,567.28 base deposit fee; a tenant improvement to existing commercial space requires a $2,743.30 base deposit; and a change of tenant with no construction work requires a $1,034.16 base deposit. These are base fees only — Riverside County Building & Safety adds S.M.I., Processing, Micro-Film, LMS Surcharge, and Green Building fees on top at the time of application, so actual total cost is higher than the base figure. The fee schedule (form 284-035) is dated December 2022 and does not appear to be updated annually the way DEH's schedule is; it remains the current published schedule at building.rctlma.org, but confirm current figures with Building & Safety before budgeting a project, since nearly four years have passed since its last confirmed revision. This applies only in the unincorporated area — each of the 28 incorporated cities runs its own building department.

Conditional Use Permit / Plot Plan / Zoning Clearance

Any of the ten covered business types operating in the unincorporated area needs Planning Dept. clearance if its specific use is not permitted by right in the applicable zone — most commonly a Conditional Use Permit for a use with off-site impacts (an auto-repair shop, a kennel, an alcohol-serving restaurant) or a plot plan for site-specific review. Nearly every application first pays a $250 Planning Intake Fee. A general CUP is a $10,000 deposit-based fee (this figure also covers a Class IV Kennel); an administrative plot plan is $1,500, rising to $15,000 for one requiring a public hearing; a variance is $1,500; a temporary use permit is $3,500; a minor setback adjustment is $270; an appeal is a flat $1,200. All figures except the intake fee and appeal are deposits against actual staff time, so final cost can be higher or lower. This applies only in the unincorporated area — each of the 28 incorporated cities runs its own Planning Dept. and CUP process. Ordinance 671's fee table was reissued as amendment 671.25 (effective 10/23/2026) with these figures byte-identical to the currently-in-force 671.23.
