About each permit

Secondary Business License

An operator who already holds a General Business License for a primary location in unincorporated San Joaquin County and opens an additional location there, under the same ownership, licenses that additional location with the Secondary Business License rather than a second General license. The current fee is $195.00 a year ($76.00 CDD, $15.00 technology fee, $104.00 other/TTC), per the Planning Application Permit Fee Schedule effective July 1, 2025. The same annual renewal cycle, $10 late fee, 90-day new-application rule and honorable-discharge veteran exemption described for the General Business License apply to this license as well, since both are issued under the same Ordinance Code No. 2334 §7-1000 framework and the same TTC/CDD routing.

Cottage Food License (Business-License Variant)

A home-based cottage food operation in unincorporated San Joaquin County licenses through this business-license variant, distinct from the separate EHD Cottage Food Class A/B health permit that registers the specific food products made. The current fee is $667.39 a year ($471.00 CDD, $25.00 Public Works, $25.00 EHD, $42.39 technology fee, $104.00 other/TTC), per the Planning Application Permit Fee Schedule effective July 1, 2025, and the same CDD-to-TTC routing, annual renewal cycle and $10 late-renewal fee described for the General Business License apply to this license as well.

Solicitor License

A retail-store operator soliciting orders door-to-door in unincorporated San Joaquin County — taking orders for future delivery rather than selling goods on the spot — needs a Solicitor License under Ordinance Code No. 2334 §§7-1013–7-1024. The license costs a non-refundable $180.00 for the 1-year term, plus a $1,000 surety bond and a separately billed $35.00 San Joaquin County Sheriff's Office background-check fee, both required for this category per the application form's own text. Military honorable-discharge applicants are exempt from the license fee, and if edible items are involved an Environmental Health permit is additionally required.

Home Occupation License

This is the Home Occupation variant of the General Business License, issued under the same Ordinance Code No. 2334 §7-1000 framework, for a business run from a residence in the unincorporated area of San Joaquin County; a home-based business inside any of the county's eight incorporated cities licenses with that city instead. The current fee is $522.42 a year ($338.00 CDD, $25.00 Public Works, $25.00 EHD, $30.42 technology fee, $104.00 other/TTC), per the Planning Application Permit Fee Schedule effective July 1, 2025, routed through CDD intake to TTC issuance the same way the General Business License is. Renewal is annual, the same $10 late-renewal fee and 90-day new-application rule apply, and the same honorable-discharge veteran fee exemption under Business & Professions Code §16102 applies.

General Business License

Ordinance Code No. 2334 §7-1000 states that no person may maintain, conduct or carry on a business at a fixed place of business 'within this County and outside the limits of any incorporated city' without first obtaining this license, so it applies only to a business located in the unincorporated area. The Community Development Department intakes the application and routes it to Building, EHD, Fire and Public Works for review before the Treasurer-Tax Collector issues the license; a business inside any of San Joaquin County's eight incorporated cities — Escalon, Lathrop, Lodi, Manteca, Mountain House, Ripon, Stockton and Tracy — instead licenses with that city, including Mountain House, which incorporated effective July 1, 2024 and now runs its own business-license program rather than any county-run process. The current fee is $619.43 a year, made up of $427.00 CDD, $25.00 Public Works, $25.00 EHD, $38.43 technology fee and $104.00 other/TTC, per the Planning Application Permit Fee Schedule effective July 1, 2025. Renewal is annual; a late renewal carries a $10 fee, and failing to renew within 90 days of expiration requires a brand-new application. A veteran with an honorable discharge is exempt from the license fee under Business & Professions Code §16102, as cited on the Treasurer-Tax Collector's own page.

Massage-Bodywork License

A salon located in unincorporated San Joaquin County that offers massage or bodywork services needs this license in addition to the General Business License; a salon offering no massage or bodywork, or one located inside any of the county's eight incorporated cities, does not need this particular license from the county. The current fee is $347.57 a year ($273.00 CDD, $24.57 technology fee, $50.00 other/TTC), per the Planning Application Permit Fee Schedule effective July 1, 2025, routed through the same CDD-to-TTC process as the other business licenses in this family. The same annual renewal cycle and $10 late fee described for the General Business License apply here as well.

Peddler License

A food-truck operator or retail seller going door-to-door or location-to-location within unincorporated San Joaquin County to sell goods on the spot needs a Peddler License under Ordinance Code No. 2334 §§7-1025–7-1036, issued by the Treasurer-Tax Collector. The fee is a non-refundable $180.00 for the 1-year term; unlike the Solicitor and Service License categories below, the application form conditions the $1,000 surety bond on holding 'a solicitor or service license,' so a Peddler License by itself does not carry that bond requirement. If the goods sold include edible items, an Environmental Health permit is additionally required, as referenced on the same application. Military honorable-discharge applicants receive a fee exemption, the same as for the business-license family above.

Service License

A mobile or door-to-door service business operating in unincorporated San Joaquin County — for example a mobile salon/grooming service or a mobile auto-repair service — needs a Service License under Ordinance Code No. 2334 §§7-1037–7-1048. Like the Solicitor License, it costs a non-refundable $180.00 for the 1-year term, plus a $1,000 surety bond and a separately billed $35.00 San Joaquin County Sheriff's Office background-check fee. Every owner, partner and spouse of the applicant goes through the same background-check process referenced on the application form, and military honorable-discharge applicants are exempt from the license fee.
