About each permit

Food Facility Permit — Restaurant/Bar, by Seating

Any restaurant or coffee shop preparing or selling food to the public anywhere in San Joaquin County, including inside any of the 8 incorporated cities, needs this permit from EHD, the county's sole food-facility permitting authority countywide. The annual fee is tiered by seating capacity: $364 for 1–20 seats, $373 for 21–50 seats, $394 for 51–100 seats, and $443 for 101 or more seats, billed on an anniversary basis, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. That schedule's own download-link text and the PDF's internal header both state the 2026-27 effective period even though the PDF's filename carries a stale 2021-22 label, and the 2026-27 figures above are the ones the current schedule actually publishes.

Retail Market (Food) Health Permit

A retail store selling food anywhere in San Joaquin County, including inside any of the 8 incorporated cities, needs this EHD permit, tiered by store size and number of food departments from $125 at the smallest incidental-food tier up to $537 for a store over 1,000 square feet with two or more departments, with intermediate tiers of $268, $306 and $341 (two tiers at $341), per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. A retail store that sells no food needs no permit under this program at all.

Mobile Food Preparation Unit / Food Vehicle-Cart Permit

A food truck, cart or trailer operating anywhere in San Joaquin County, including inside any of the 8 incorporated cities, needs this countywide EHD permit before opening for business, under California Retail Food Code §114381's requirement that a mobile food facility hold a valid permit. The annual fee runs from $125 for a prepackaged-only Food Vehicle/Cart up to $270 for a full Mobile Food Preparation Unit, with a $197 middle tier for limited-preparation vehicles/carts, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027, and the permit renews on a calendar-year basis. A commissary agreement is required for any unit that prepares food rather than selling only prepackaged items (see the separate Commissary permit record).

Temporary Event / Temporary Incidental Food Permit

A food-truck operator or restaurant selling food at a fair, festival or other short-run event anywhere in San Joaquin County, including inside any of the 8 incorporated cities, needs this permit for that specific engagement rather than relying on an annual permit. The fee is $90 for Temporary Incidental Food or $179 for a full Temporary Event (minimum 1 hour), per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027, within the same countywide EHD program that administers the permanent and mobile food permits above. An operator who already holds an annual Mobile Food Preparation Unit permit still needs this separate permit for a one-off event outside that unit's normal operating pattern.

Hazardous Materials Business Plan (HMBP)

An auto-repair shop handling or storing hazardous materials above the state reporting threshold — solvents, used oil, refrigerants and parts-washer chemicals among them — must file a Hazardous Materials Business Plan with EHD, San Joaquin County's Certified Unified Program Agency (CUPA) for the entire county, including every one of the 8 incorporated cities. The minimum annual fee for a regular/primary-location filer is $341, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027; the exact amount scales with the quantity and number of hazardous materials disclosed on the plan.

Underground Storage Tank (UST) Install/Removal/Repair Permit

An auto-repair shop installing, removing or repairing an underground storage tank anywhere in San Joaquin County, countywide including every incorporated city, pays EHD's per-activity UST fee, ranging from $537 up to $3,580 depending on the specific activity, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. On top of that per-activity fee, the state charges a separate $20-per-tank surcharge that recurs annually for as long as the tank remains in service. A shop with no underground storage tank has no obligation under this specific permit.

Food Establishment Permit — Without Seating

A coffee shop or retail-store food operation with no customer seating anywhere in San Joaquin County, including inside any of the 8 incorporated cities, needs this EHD permit, priced by facility square footage rather than by seating tier: $364 for under 500 square feet, $364 for 501–1,000 square feet, and $394 for over 1,001 square feet, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. This is the same countywide EHD program and the same current fee schedule that prices the seating-tier Restaurant/Bar permit above.

Bar Without Food Preparation — Health Permit

A bar operation that serves drinks only, without preparing hot food on site, pays this separate, lower EHD tier of $304 a year rather than the Restaurant/Bar seating-tier fee, which applies once food preparation is added, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. This permit, like the other EHD food permits listed for San Joaquin County, is countywide and reaches every one of San Joaquin County's 8 incorporated cities as well as the unincorporated area.

Commissary Permit (Food Truck/Vehicle-Cart)

A commissary base of operations that services a Mobile Food Preparation Unit or a food vehicle/cart in San Joaquin County, countywide including every incorporated city, is permitted separately from the mobile unit itself. The annual fee is $248 for a commissary servicing a vehicle/cart only and $358 for one servicing a full Mobile Food Preparation Unit with food preparation, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. This permit works together with the Mobile Food Preparation Unit / Food Vehicle-Cart permit, since EHD requires an approved commissary agreement for any unit doing more than selling prepackaged food.

Cottage Food Permit — Class A/B (EHD)

A home-based cottage food operation registers its specific food products with EHD under this health permit, separate from the Cottage Food business-license variant that the Treasurer-Tax Collector issues for unincorporated-area operators. Class A, limited to direct-to-consumer sales, costs $186 a year; Class B, which also permits indirect sales through a third party such as a retail store, costs $358 a year, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. This EHD permit is countywide and reaches operators inside any of San Joaquin County's 8 incorporated cities as well as the unincorporated area, the same scope pattern as the rest of EHD's food program.

Vending Machine Health Permit

A retail store or fitness studio operating a food or beverage vending machine anywhere in San Joaquin County, including inside any of the 8 incorporated cities, pays this EHD fee of $31 a year per machine, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. A business with no vending machine on site has no obligation under this specific permit, though it may still need one of the other EHD food permits listed for San Joaquin County if it sells food through other means.

Public Pool/Spa Permit

A fitness studio that operates a public pool or spa anywhere in San Joaquin County, including inside any of the 8 incorporated cities, needs this EHD permit: $295 a year for the primary pool or spa at a site and $148 a year for each additional pool or spa at the same site, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. A fitness studio without a pool or spa on its premises has no obligation under this specific permit.

Body Art Facility Permit

This permit reaches a salon only if it offers tattooing, permanent makeup or body piercing; an ordinary hair and nail salon offering none of those services needs no Body Art Facility Permit. A single-use facility pays $270 a year, a sterilization facility pays $358 a year, and each individual practitioner needs a separate $179 Practitioner Registration, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. This is a countywide EHD program reaching every one of San Joaquin County's 8 incorporated cities as well as the unincorporated area.

Hazardous Waste Generator Fee (Tiered)

A typical auto-repair shop generating hazardous waste anywhere in San Joaquin County pays the 'Small Hazardous Waste Generator <5 Tons/Year' fee of $324 a year, the real floor of this tiered schedule, which rises to $5,728 a year at the over-2,000-tons tier, per the EHD Fee Schedule effective July 1, 2026 – June 30, 2027. A much narrower $90-a-year line exists on the same schedule, but it applies only to a generator whose hazardous-waste stream is limited entirely to 'Used Oil Only' or 'Silver Waste Only' under 5 tons a year — a mixed-waste auto-repair shop, which typically generates more than just those two waste categories, is billed the $324 general tier rather than the $90 sub-tier. This is a countywide CUPA program reaching every one of the county's 8 incorporated cities as well as the unincorporated area.
