How much does it actually cost to permit a childcare centre in Converse?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 10 records listed for a childcare centre in Converse, TX, 5 apply to every business of this type and 5 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 5 that always apply, 2 carry a flat fee, coming to $250.00. That is a floor, not a total. 5 of the 10 are charged as a range or a formula set by the issuing agency, and 0 have no fee published at all. The ones that vary:
Fire Protection System Permit: $100–$200 per system, by type
Sign Permit: $50–$200 per sign
Commercial Trade Permit: $150–$400 per permit, by trade and scope
Commercial Building Permit: $100 base fee at $1,000 valuation or less; above that the code states a percentage of valuation plus the base fee, descending 75%, 70%, 65% and 60% through bands ending at $50,000, $100,000, $500,000 and above
Child Care Licence: $35 application, then an annual fee of $35 plus $1 per child of licensed capacity
Which offices issue these permits in Converse?
Permits for a childcare centre in Converse, TX come from 5 separate offices: City of Converse Fire Marshal, City of Converse Building Operations, Texas Health and Human Services, Texas Secretary of State, Texas Comptroller of Public Accounts. No single office issues them all, which is why an opening means filing in several places rather than one.
Is anything about these requirements changing?
Flat rates rather than counts: $200 for a new fire sprinkler system, $200 for a new fire alarm system, $200 for an alternative fire protection system, and $150 to modify an existing sprinkler or alarm system. A vent hood suppression system — the one a commercial kitchen needs — is $150. A private fire hydrant is $100 each, and a temporary membrane structure or tent $100 per event. Fire system reinspection is $100 and after-hours inspection $30 an hour.
$250 and expressly non-refundable, with the certificate of occupancy inspection charged separately at $100. The penalty is the number to note: failing to obtain a certificate costs $500 for every day the unit is occupied, which is the steepest daily occupancy penalty in this dataset and turns a few weeks of trading without one into five figures. Reinspection runs $100 for the first failure, $150 for the second and $500 for each one after.
$200 per sign, and $50 for a portable or temporary one. At $200 a sign this is the dearest per-sign rate recorded here — twice Allen's illuminated rate and eighteen times Wichita Falls' small on-premises sign — and it is charged per sign rather than per frontage, so a unit with a wall sign and a monument sign pays $400. A sign contractor must hold the city's contractor registration as well.
$2,000, with the review cost structured to reward getting it right first time: the first plan review is free, the second $500 and the third and each one beyond $750. Project meetings work the same way — the first is free and every one after $350. A commercial zoning verification letter is $500, which is dear but is the cheapest way to confirm a use is permitted before spending the $2,000. An administrative surcharge of $25 or five per cent, whichever is greater, is added to every fee in the chapter.
Commercial repair, replacement or system expansion is $150 per building for plumbing, electrical and mechanical alike. New commercial work is priced per building type: $400 for a shell, $300 for a tenant space, and $200 plus $100 per unit for a hotel or motel. New commercial or multifamily mechanical is $200 per HVAC unit, so a restaurant with three roof units pays $600 on that line alone. The first inspection is included in the permit fee; after-hours inspection is $200 per trade, and failing to schedule an inspection costs $200 per trade for every day it is outstanding.
The base fee of $100 up to $1,000 of valuation is unambiguous. Above that the adopted code says the fee is a percentage of valuation — 75 per cent to $50,000, then 70, 65 and 60 per cent — plus the base fee. Taken literally a $50,000 fit-out would cost $37,600 to permit, which is not a rate any Texas city charges and not what the descending percentages across rising bands suggest was meant. This has been re-read against the current code, amended by Ordinance No. 620-08-2026 on 3 February 2026 and stamped by Municode as in force on 19 August 2026: the wording is unchanged, so the difficulty is in the adopted text rather than in an out-of-date copy of it. Treat the percentage as unconfirmed and ask Building Operations for the worked figure before budgeting. What is firm and worth planning around: plan review is 50 per cent of the building permit fee on top, a third or later review submittal adds a further 25 per cent of the plan review fee, an expedited review is 150 per cent, an administrative surcharge of $25 or 5 per cent whichever is greater applies to every fee in the chapter, starting work without a permit costs $250 plus double the calculated fee, occupying without a certificate of occupancy is $500 for every day, and a commercial permit expires 365 days after issue.
Worked example: a centre licensed for 100 children pays $135 a year ($35 + $1 x 100). The annual fee falls on the anniversary of the date the initial licence was issued, not on a calendar date.
Required to form an LLC or corporation, not to trade as a sole proprietor. Texas has no statewide general business licence, so for many businesses this filing plus a sales and use tax permit is the entire state-level obligation.
Only needed if you trade under a name different from the one on your formation filing. The certificate is effective for a term not exceeding ten years from the date of filing and does not roll over by itself — it must be actively renewed, and a new certificate can be filed within six months of the original expiring. The $25 is the Secretary of State fee; sole proprietors and general partnerships file with the county clerk instead, at county rates.
There is no fee for this permit — the Comptroller says so directly, which is worth stating because a blank fee reads as though nobody knows. It does not expire on a date, but it is not permanent either: it is valid only while you are actively engaged in business as a seller, and the Comptroller's office may cancel it on finding that you are not. Filing obligations keep it alive, so a return must be filed for every period even when there were no taxable sales or purchases to report. Apply through Comptroller eSystems and allow two to three weeks.
