How much does it actually cost to permit a coffee shop in Summit County Oh?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 22 records listed for a coffee shop in Summit County Oh, OH, 7 apply to every business of this type and 15 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

What does a coffee shop need in Summit County Oh that other businesses do not?
Food Service Operation / Retail Food Establishment License
Summit County Public Health licenses food service operations and retail food establishments across the entire county, the City of Akron and the City of Barberton included — this is the scope point most easily got wrong in Ohio, where several large cities run their own health districts. SCPH is the Summit County Combined General Health District: its 2023 Annual Report prints the member jurisdictions as 14 cities (Akron, Barberton, Cuyahoga Falls, Fairlawn, Green, Hudson, Macedonia, Munroe Falls, New Franklin, Norton, Reminderville, Stow, Tallmadge, Twinsburg), 8 villages and 9 townships and states that it 'Services the cities, villages, and townships of Summit County'; its Board of Health roster seats members designated for Akron and for Barberton; and the Ohio Department of Health's directory of local health districts carries a single Summit County entry. The figures above are taken from the 2026 APPROVED Environmental Health Fee Schedule, Exhibit A to SCPH's Environmental Health Code Chapter 101 — an adopted county fee schedule published on scph.org/eh-fees, running the 2026 calendar year and in effect through 31 December 2026, with its own columns headed District Fee, State Fee and Total Fee. 'Non-commercial food operation' is a narrow category: SCPH's 2026 temporary food packet defines it as one conducted by a government agency, a church, a school, a non-profit youth group whose membership is primarily under eighteen, or a 501(c)(3) organisation, so an ordinary private restaurant, coffee shop, grocery or gym cafe is commercial. Risk level is set by the highest-risk activity the operation performs. Renewal is governed by ORC 3717.43(D), under which the application must be submitted 'not later than the first day of March,' and the statute sets a late penalty of 'twenty-five per cent of the renewal fee.' On a change of ownership SCPH asks for ten business days' notice, a new-owner application from the area inspector and an inspection before the new license issues. A childcare centre that prepares or serves food needs this license in addition to its state child care license.
Commercial Accessory Structure Permit (signs, canopies, awnings, kiosks, tents, decks, retaining walls)
Much of what a retail or food business actually installs falls in §1307.08 of the Codified Ordinances rather than in the main building permit: the section covers a deck, gazebo or pergola, a retaining wall 4 ft or higher, handicap ramps, temporary structures and tents for 30 days, chimneys, storage buildings and detached garages over 120 sq ft for commercial work, towers, grand stands, kiosks, awnings, canopies, signs and other accessory structures as determined by the Chief Building Official. The commercial price is a $67.00 non-refundable application fee plus $72.00 per structure, against a lower residential column in the same section; the $2.00 technology fee under §1307.15 and the 3% Ohio Board of Building Standards surcharge under §1307.04(e) apply, and the figures are taken from the current American Legal codification of Chapter 1307 (Ord. 2024-047, adopted 3-4-24). Plan review is charged separately under §1307.04(c) at $60.00 for an accessory structure of the kind §1307.08 lists, and at $60.00 for a sign including electrical. §1307.08 exempts tents for 501(c)(3) corporations and governmental entities. A sign also has to satisfy the sign rules of the city, village or township, which are a community function: the county publishes a Zoning Inspectors directory naming a zoning contact for each of its 31 communities, and community zoning approval precedes the county permit. A food truck that installs a fixed kiosk, canopy or trailer pad at a permanent site is in this section for that structure even though the vehicle itself is licensed by Summit County Public Health. Building Standards serves the 23 jurisdictions named in its services booklet for commercial work; a business in a community off that roster applies to its own building department.
Manager Certification in Food Protection
Ohio charges nothing for this. The Department of Health neither teaches the course nor sells the certificate — it approves providers, who set their own tuition, and the official application form carries no fee field at all. Two tiers exist and the names have changed: what was Level One is now person-in-charge certification, required for at least one person per shift at any operation first licensed after 1 March 2010, and what was Level Two is manager certification, required at risk level III and IV operations and needing an accredited exam as well as the course. Temporary, mobile and low-risk operations are exempt from the manager tier. Ohio has no food handler card in the California sense. The often-repeated claim that the certification lasts five years appears in neither the rule, the statute nor any Department page — the five-year term belongs to the third-party exam certificate, not to the Ohio certification, so no expiry is published here.
