What does a salon or barber need in Wake County that other businesses do not?
3 of the 5 permits particular to a salon or barber here apply to no other business type we cover in Wake County: Tattoo Permit (applied for and paid through Wake County), Barbershop Permit and Cosmetic Art Shop License.
Tattoo Permit (applied for and paid through Wake County)
A salon or studio where tattooing is performed in Wake County applies and pays through county Environmental Health & Safety, although the permit itself is a state permit: G.S. 130A-283(b) states that no person shall engage in tattooing without first obtaining a tattooing permit from the Department, and subsection (c) has the Department act through the local health department to inspect the premises, instruments, utensils, equipment and procedures, with the permit valid for one year and renewed annually by applying to the Department. The county's Tattoos page states there is an annual permit fee of $300 for both new tattoo permits and annual permit renewals, and that a temporary permit fee, valid for 1 to 14 consecutive days, is $150; both match the county's Health and Safety Plan Review and Permit Fee Schedule, and the county's authority to collect them is G.S. 130A-39(g). Permits are issued to each artist at a particular establishment, so an artist moving location needs a new permit, and the county page states that tattoo establishments are not permitted in residences. Payment may be made online, by cheque, or in person at the Wake County Office Building, Suite 630, 336 Fayetteville St., Raleigh. Ordinary cosmetic art work is a different regime entirely: hair, nail and skin care salons are licensed by the NC Board of Cosmetic Art Examiners under Chapter 88B, whose G.S. 88B-20 fees include $25 for inspection of a newly established cosmetic art shop and $3.00 per active booth per year, and those are state fees. A cosmetic art salon without a tattoo artist working in it has no tattoo permit to buy.
Onsite Wastewater (Septic) Permit — Residential and Small Systems
A business on a site that is not served by public sewer needs Wake County Onsite Water Protection to issue an improvement permit and a construction authorization before it can build, and the construction authorization carries the operation permit with it. The county's fee-changes page records both moving from $200, adopted in 2004, to $400 each as part of the July 1, 2025 changes adopted by the Board of Commissioners, so a new system that needs both now costs $800 before design review. The residential and small-system line above is the right one for a low-flow use; a restaurant, and any use producing more than domestic-strength or higher-volume wastewater, is priced on the commercial schedule listed as a separate Wake County requirement. Change of use is a real trigger here even without construction: taking over an existing building and changing what happens inside it calls for the $400 verification for change of use or system reuse, which is what a retail unit becoming a salon or a childcare room on an existing septic system will meet. The programme sits with the county's unincorporated-area services — Code Enforcement states that county staff respond to building code, zoning and environmental health violations only in unincorporated areas of the county — so a business on public sewer inside a municipality has no county septic step. Contact: 919-856-7434, wastewater@wake.gov.
Barbershop Permit
Barbers and cosmetologists answer to different boards on entirely different fee models, and the contrast is stark: a flat $50 a year here against a per-chair calculation for a salon. First-year cost is $170 once the $120 inspection of a newly established barbershop is added. A mobile barbershop permit is the same $50. Restoring an expired certificate costs $45. The 31 May renewal date comes from the board's own page rather than from the fee rule, which does not state one.
Cosmetic Art Shop License
There is no single headline number here, because the fee is genuinely per chair: a six-chair salon pays $53 to open and $18 a year after that, which is among the cheapest premises licenses anywhere. The statute frames the $25 as an inspection fee for a newly established shop while the board's application page calls it registration — same money. You may trade for thirty days while the board inspects. The license does not transfer between locations or owners, so either change means a new one. Note the clocks differ: the shop renews annually by 1 February and expires on 1 March, while a cosmetologist's own license runs three years to 1 October.
