How much does it actually cost to permit a salon or barber in Union County Nc?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 17 records listed for a salon or barber in Union County Nc, NC, 5 apply to every business of this type and 12 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

Of the 5 that always apply, 1 carry a flat fee, coming to $60.00. That is a floor, not a total. 8 of the 17 are charged as a range or a formula set by the issuing agency, and 2 have no fee published at all. The ones particular to this business that vary:

Tattoo and Permanent Makeup Permit: $125–$200 Tattoo Permit Application $200 per permit application; Temporary Tattoo Artist Permit (15 days or less at approved location) $125 (Attachment B)

Cosmetic Art Shop License: $25 inspection plus a $10 processing charge plus $3 per chair to open, then $3 per active booth a year to renew

The other 6 variable fees belong to permits that apply to every type of business here; their formulas are set out on the Union County Nc permits page and the NC state page.

Is Union County Nc expensive for a salon or barber?

Comparing like with like — only the permits charged as a single flat fee, since a valuation formula has no figure to rank — Union County Nc sits where the table below puts it against every other NC jurisdiction covered here that publishes the same permit.

Sign Permit: Union County Nc charges $190. Across 4 jurisdictions it runs from $50 in Cumberland County to $383 in Raleigh, with a median of $177.50. 2 charge less and 1 charges more.

Read the spread rather than the rank. Sign Permit varies by $333 between the cheapest and dearest jurisdiction here, which is the sort of gap worth knowing before you sign a lease on one side of a city line rather than the other.

Which offices issue these permits in Union County Nc?

Permits for a salon or barber in Union County Nc, NC come from 8 separate offices: Union County Environmental Health, Union County Building Code Enforcement, Union County Fire Marshal's Office, Union County Planning Department, North Carolina Department of Revenue, North Carolina Board of Barber and Electrolysis Examiners, North Carolina Department of the Secretary of State, Business Registration Division, North Carolina Board of Cosmetic Art Examiners. No single office issues them all, which is why an opening means filing in several places rather than one.

What does a salon or barber need in Union County Nc that other businesses do not?

3 of the 4 permits particular to a salon or barber here apply to no other business type we cover in Union County Nc: Tattoo and Permanent Makeup Permit, Barbershop Permit and Cosmetic Art Shop License.

Tattoo and Permanent Makeup Permit

A salon that offers tattooing or permanent makeup in Union County needs a tattooing permit; a salon without tattooing or permanent makeup services has no tattoo permit. G.S. 130A-283(b) provides that "No person shall engage in tattooing without first obtaining a tattooing permit from the Department", and under subsection (c) the Department acts through the local health department to inspect the applicant's premises, instruments, utensils, equipment and procedures. The county Tattoos and Institutions page states that Union County enforces 15A NCAC 18A .3200, that an applicant returns a completed Tattoo Application to Union County Environmental Health, and that "A permit is valid for one year and must be renewed annually by applying for a permit renewal." Tax Rate and Fee Schedule Attachment B to the FY 2027 Budget Ordinance (adopted June 16, 2026, effective July 1, 2026) sets the Tattoo Permit Application at $200 per permit application and the Temporary Tattoo Artist Permit "(15 days or less at approved location)" at $125. The Environmental Health Fees page lists the same amounts. Cosmetology licensing is a North Carolina state record.

Home Occupation Zoning Permit

A home-based business in unincorporated Union County or Hemby Bridge needs a zoning permit: the Union County Development Ordinance, as posted on the Planning Department page, states in §35.010 that "A zoning permit is required to establish, change or modify a Home Occupation." The fee is the Zoning Permit fee of $60 in Tax Rate and Fee Schedule Attachment B to the FY 2027 Budget Ordinance (adopted June 16, 2026, effective July 1, 2026); neither Attachment B nor the Planning Fee Schedule lists a separate home occupation line. Under §35.040 a suburban home occupation must be clearly incidental to the residence, at least one person engaged in it must live in the dwelling, no more than 2 nonresident employees are allowed (3 people working on site in total), the area used may not exceed the lesser of 1,000 sq ft or 25% of the dwelling's floor area, and no on-premises retail sales of goods not produced on site may occur. §35.040-E13 expressly prohibits as suburban home occupations the repair of vehicles or equipment with internal combustion engines, restaurants, and animal care, grooming or boarding businesses. Rural home occupations are allowed on RA-zoned lots of at least 100,000 sq ft under §35.040-F.

Barbershop Permit

Barbers and cosmetologists answer to different boards on entirely different fee models, and the contrast is stark: a flat $50 a year here against a per-chair calculation for a salon. First-year cost is $170 once the $120 inspection of a newly established barbershop is added. A mobile barbershop permit is the same $50. Restoring an expired certificate costs $45. The 31 May renewal date comes from the board's own page rather than from the fee rule, which does not state one.

Cosmetic Art Shop License

There is no single headline number here, because the fee is genuinely per chair: a six-chair salon pays $53 to open and $18 a year after that, which is among the cheapest premises licenses anywhere. The statute frames the $25 as an inspection fee for a newly established shop while the board's application page calls it registration — same money. You may trade for thirty days while the board inspects. The license does not transfer between locations or owners, so either change means a new one. Note the clocks differ: the shop renews annually by 1 February and expires on 1 March, while a cosmetologist's own license runs three years to 1 October.

The other 8 local permits in the tables apply to every type of business in Union County Nc, NC; what each one involves is set out on the Union County Nc permits page. The 5 state-level registrations apply to every type of business across NC and are covered on the NC state page.

How does a salon or barber compare with other businesses in Union County Nc?

The closest match is a contractor or trade, which shares 1 of these permits. A salon or barber also needs Tattoo and Permanent Makeup Permit, Barbershop Permit and Cosmetic Art Shop License. A contractor or trade needs General Contractor License, which a salon or barber does not.
