How much does it actually cost to permit a coffee shop in Hennepin County?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 14 records listed for a coffee shop in Hennepin County, MN, 3 apply to every business of this type and 11 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
4 of the 14 are charged as a range or a formula set by the issuing agency, and 7 have no fee published at all. The ones particular to this business that vary:
Food Establishment License (annual): $100–$1,040 a year, 2026 schedule, by risk/complexity tier, plus a flat fee for each additional facility at the same site: Low Limited (packaged snacks only, portable bar, half-day childcare with snacks/milk only) $100 + $50; Low (convenience store, coffee fountain-only, sales-only bakery) $215 + $108; Medium Limited (small grocery, cafeteria/catering with no on-site prep) $405 + $202; Medium Small (large grocery, bar, catering food vehicle, small kitchen ≤10 meals, pizza) $612 + $305; High Small (full menu, under 175 seats and/or under 500 meals — family restaurant, fast food, deli, caterer) $807 + $404; High Large (full menu, over 175 seats or over 500 meals) $1,040 + $518
Special / Short-Term Event Food License (10 days or fewer): Per single event, by food category and preparation location (2026 schedule): high-risk food sold on-site $102 for the first day plus $11 per additional day; high-risk food prepared off-site and not sold on-site $204 first day plus $32 additional; low-risk food sold on-site $51 first day plus $11 additional; low-risk food prepared off-site $102 first day plus $32 additional. A $51 late-processing fee applies if the application is filed fewer than 10 days before the event.
Food and Beverage Establishment License: $300 base plus a category fee of $185 low risk, $430 medium or $670 high, plus a $50 statewide hospitality fee and a $5 technology fee — or a delegated county's own schedule
The other 1 variable fee belongs to permits that apply to every type of business here; its formula is set out on the Hennepin County permits page and the MN state page.

What does a coffee shop need in Hennepin County that other businesses do not?
Food Establishment License (annual)
Any food establishment — restaurant, cafe, bar, caterer, grocery or convenience store, or a group child care center serving snacks or meals — must hold this annual license before operating in any Hennepin County city EXCEPT Minneapolis, Bloomington, Edina, Richfield, Minnetonka and Brooklyn Park, which each run their own independent MDH-delegated program instead. Wayzata is covered by the county's program, not excluded from it: the City of Wayzata's own site confirms Hennepin County took over food, beverage, lodging and pool program service there effective February 1, 2025, and the county's own jurisdiction map marks that same 2025 start date. A typical full-service restaurant falls in High Small or High Large; a coffee shop serving only fountain drinks with no on-site food prep is Low, while one that bakes or prepares food is priced higher at plan review. Two related fee lines beyond the six main tiers: a temporary or seasonal food stand (a structure, not a vehicle) is $405 for the first stand and $202 for each additional stand on the 2026 schedule, and a HACCP-plan annual audit (cured or smoked meat, reduced-oxygen packaging) is $209. Non-exempt vending machines are $20 each ($5 for globe machines), and delivery/transport vehicles and carts are $51 first/$15 additional (non-potentially-hazardous) or $106 first/$32 additional (potentially hazardous or temperature-controlled). Minneapolis, Bloomington, Edina, Richfield, Minnetonka and Brooklyn Park restaurants are instead licensed and inspected by that city's own health department under its own ordinance — not by Hennepin County and not directly by the state either.
Liquor License — City Issues; County Role Limited to Fort Snelling (Hennepin County)
No fee applies to a Hennepin County liquor license for a business sited in an actual incorporated city — which is essentially every real business address in the county, since Hennepin is almost entirely incorporated. Minnesota liquor licensing (on-sale and off-sale) is fundamentally a MUNICIPAL function under Minn. Stat. Ch. 340A; a restaurant, coffee shop, food truck or retail-store selling alcohol gets its license from its own CITY, not from Hennepin County. The county board's own liquor authority under §340A.404, subd. 6 is narrow by statute: it may issue annual on-sale licenses to bowling centers, restaurants, clubs, hotels and resorts, plus up to ten seasonal licenses, but only in the 'unorganized or unincorporated' area of the county — in practice, essentially only the tiny Fort Snelling unorganized territory (population 322). Separately, Minn. Stat. §383B.562 lets the county issue one-day on-sale licenses to nonprofits at its own Government Center — an internal-events provision, not a business license program, and not a path around a city's own liquor license.
Certified Food Protection Manager
Minnesota is unusual in issuing its own certificate rather than merely accepting a third party's: you pass an accredited exam privately, then apply to the health department, pay fifty dollars in total and receive a state certificate with its own effective date and a three-year life. Renewal needs at least four hours of approved continuing education taken inside the certificate's valid dates, with a six-month grace window to file afterwards, and an initial application must be made within six months of passing the exam. Paper applications stopped being accepted in April 2025. The exemptions are real: low-risk establishments, special event stands, vehicles, portable structures and carts, and premises whose preparation is limited to packaging non-hazardous food, cutting raw meat for the customer to cook, or heating hot dogs, popcorn, nachos, pretzels and frozen pizza. The owner need not be the certified manager.
Food and Beverage Establishment License
The fee is additive rather than banded: every establishment pays the $300 base, then its highest applicable category fee, then the statewide hospitality fee and a technology fee, and then add-ons for a second food service area, a private well or sewer, a hazard analysis plan, sleeping rooms, pools and spas. A food cart, mobile unit or seasonal stand pays $150 instead of a category fee; a special event stand pays a flat $75. Licenses opened after 1 October pay half. But who licenses you depends on where you are: a county or city holding a delegation agreement issues and prices in the health department's place, and Hennepin County's six-tier schedule — $100, $215 and $405 at the lower tiers, on a license year running 1 February to 31 January — resembles the state's not at all. The one constant is the $50 statewide hospitality fee, which is owed to the state by 1 July whoever issued the license. Groceries, processors and wholesalers are a different regime again, licensed by the agriculture department on a scale banded by gross sales and risk from $90 to several thousand.
