Business licenses and permits in Bangor, Maine
Bangor's City Clerk runs a genuine but non-universal business licensing structure under Code of Ordinances Chapter 85 (Business Licenses): the licenses it administers are the activities listed in the Business Licensing section of the City's Schedule of Fees (Victualer, Catering, Lunch Wagon, Amusement Device, Taxicab, Mobile Home Park, Pawnbroker/Secondhand Dealer, and similar categories), not every business in the city. Bangor's own Chapter 124 (Food Establishments), § 124-3, names the City's Code Enforcement Division as the Maine Food Code's local 'regulatory authority,' but the State's own current Health Inspection Program records list municipal inspectors only for Portland, Lewiston and South Portland and assign Bangor to a state district health inspector, so a Bangor eating establishment is inspected and licensed by the State at the ordinary state license fee rather than the flat $100.00 fee that applies only to licenses issued on a municipal inspection (10-144 CMR Ch. 201, § 3). Bangor's own local food license is called a Victualer's License (Chapter 295, fee set at Chapter 85 § 85-4): the City's current Schedule of Fees (CO 16-123, revised 06/30/2026) prices it at $248.00 (no tables), $427.00 (up to 2,000 sq ft), or $684.00 (over 2,000 sq ft), plus a separate $34.00 Caterer's License. A food truck instead needs a distinct Lunch Wagon license (30-A M.R.S. § 3931), priced at $85.00 (up to 3 days), $205.00 (up to 3 months), or $297.00 (up to 1 year). The same comprehensive citywide Schedule of Fees prices a Building Permit by formula (gross square footage × an ICC-matched construction-type factor × 0.0075 for new construction; $52.00-$76.00 plus $7.00/$1,000 for renovation), a Certificate of Occupancy banded from $31.00 to $723.00 by construction value, a flat $62.00 Sign Permit, a Zoning Verification Letter ($75.00-$205.00), a Site Development Plan review banded from $70.00 to $690.00, a conditional use charge of $552.00 for processing plus $735.00 for public-hearing advertising, and a $360.00 Board of Appeals petition fee plus an $82.00 advertising fee. Maine's own 30-A M.R.S. § 4364-D statewide preemption, not a Bangor-specific ordinance, keeps a licensed family child care provider a permitted use in any residential zone. The Schedule of Fees' Business Licensing list names no category for ordinary retail, auto repair, veterinary practices, fitness studios, hair/nail salons, or general contractors.

- Fitness studiosPrepaid memberships trigger state registration and often a surety bond, which catches operators who budgeted only for the fit-out.See the full permit list
- Childcare centresThe heaviest permit load of any small business: state agency licensing, per-person background checks, and a stricter fire standard than ordinary commercial use.See the full permit list

- Veterinary clinicsA state facility permit, controlled substances registration at both state and federal level, and a medical waste manifest — none of which a general business license covers.See the full permit list

What do these permits involve in Bangor?
Site Development Plan Review
Triggered by new nonresidential construction, an expansion, or a site development activity meeting Chapter 165's own size thresholds — not every business opening; a small tenant fit-out inside an existing building that does not meet these thresholds typically proceeds under the ordinary Building Permit process listed elsewhere here instead. A separate Impact Fee of $0.4164 per square foot of new building construction (§ 165-115) can apply on top of this review fee for qualifying new construction.
Conditional Use Approval (Public Hearing)
Applies only where the Land Development Code's own table of uses lists a proposed use as a conditional use requiring Planning Board public-hearing approval in that district (a use such as a stand-alone commercial Day Care Center in certain districts can fall into this category), not to a use that is outright permitted. Two scheduled charges apply together. Section 165-9(B)(1) requires the applicant to 'pay an application processing fee in such an amount as may be established from time to time by the City Council by Council order,' a fee 'in addition to any advertising fee,' and the City's Land Development Permit Application, which covers conditional uses, carries separate processing-fee and advertising-fee lines and requires both before review. The Schedule of Fees prints the $552.00 processing line beside '§271-9'; in the Code, § 271-9 is 'Amendments; hearing and notice; exemptions' in the Official Map article of Chapter 271 (Streets), the section the same schedule cites for its $975.00 change to the Official City Map of Streets. The Planning Division's Fees page states that processing fees rise each July 1 with the consumer price index. A conditional use also needs land development permit approval under § 165-9, priced in the Site Development Plan Review record listed here.
Building Permit
Required for construction, alteration, or a change of occupancy of a building or structure. Electrical and plumbing permits are separately priced on the same current Schedule of Fees with their own itemized fixture/service tables.
Certificate of Occupancy
A separate, banded line item from the Building Permit fee recorded above, priced by the underlying construction value rather than bundled into the building permit charge. The City's Schedule of Fees (revised 06/30/2026) runs from $31.00 with no construction or up to $2,500 of value to $723.00 for $1,000,001 and up.
Zoning Verification Letter
A written confirmation from Code Enforcement that a proposed use complies with the Land Development Code at a given property — commonly requested for financing, leasing, or licensing purposes rather than legally mandatory before every business opens, so it is listed here as conditional.
Board of Appeals Petition (Variance / Administrative Appeal)
The Board of Appeals hears appeals from any order, requirement, decision, determination, or interpretation of the Code Enforcement Officer and may grant a variance from any City ordinance that specifically permits one, on the concurring vote of at least four members. Triggered when a proposed use or structure fails to conform to the Land Development Code's dimensional or use requirements and the applicant seeks relief rather than ordinary Planning Board approval.
