About each permit

Victualer's License (Food Service Establishment)

This Victualer's License is the City's own license, paid to the City Clerk in addition to the State of Maine Eating Establishment License listed on this site's Maine state page. Bangor's Chapter 124 names the City's Code Enforcement Division as the Maine Food Code's local 'regulatory authority,' but a municipality inspects for state licensing only once the Maine CDC has authorized it under 22 M.R.S.A. § 2499 and a memorandum of understanding, and the State's flat $100.00 fee applies only 'When the Department issues a license on the basis of a municipal inspection' (10-144 CMR Ch. 201, § 3). The Maine CDC Health Inspection Program's current Health Inspections page lists municipal inspectors only for Portland, Lewiston and South Portland, and its District Health Inspector Territories List (dated 3-9-2026) assigns Bangor to a state district health inspector, so on the State's own records a Bangor restaurant is inspected by the State and pays the ordinary state license fee. Under § 295-1 a license is not issued unless the City Clerk receives affirmation from the Code Enforcement Officer that the operation meets zoning and site plan requirements and from the City Fire Inspectors that it meets fire and safety codes. A coffee shop preparing and serving food or drink to the public is the plain-language fit for this license alongside a restaurant.

Lunch Wagon License (Food Truck)

Bangor's real, standing local mobile food vendor license, issued by the City Clerk under the state's own lunch-wagon enabling statute. The current Schedule of Fees' own Parks and Recreation section independently confirms this is the general mechanism: 'All commercial vendors selling food or beverages must also obtain a lunch wagon license through the City Clerk.' Cooking equipment aboard the vehicle must meet Chapter 116's fire-code standards for mobile food concessions (spark arresters, fire extinguishers, and similar requirements), verified before licensing. 30-A M.R.S. § 3931(2) itself states that 'no other license may be required to operate a lunch wagon' once this one issues, on top of whatever separate State of Maine mobile food unit license also applies (listed on this site's Maine state page).

Municipal Business License — City of Bangor Position (Retail, Auto Repair, Veterinary, Fitness, Salon)

No fee applies. Under Code of Ordinances § 85-4, license fees are those prescribed in the City's Schedule of Fees, whose Business Licensing section (revised 06/30/2026) lists Amusement Devices, Automobile Recycling, Beano, Bowling, Bottle Clubs/BYOB, Carnivals, Catering, Circuses, Closing-Out Sales, Dance Halls, Dealers in Explosives/Old Gold, Flammable Liquids, Food Sovereignty, Games of Chance, Industrial Metals/Junkyards, Innkeepers, Liquor, Lunch Wagons, Marijuana establishments, Mobile Home Parks, Pawnbrokers, Precious Metals, Roller-Skating Rinks, Secondhand Dealers, Special Amusements, Tank Farms, Taverns, Taxicabs, Theaters, Transient Sellers, and Victualers — and names no category for an ordinary retail store, auto repair shop, veterinary practice, fitness studio, or hair/nail salon. 'Automobile Recycling' ($85.00) is a real, separate category, but it covers a junkyard/salvage operation under 30-A M.R.S.A. § 3756, not an ordinary automotive repair garage. Each of these industries' Bangor-specific obligations are instead the same commercial building permit, Certificate of Occupancy, sign permit (where applicable), zoning verification, and site plan/conditional use approvals listed elsewhere here.

Caterer's License

A genuinely separate, additional license from the standing Victualer's License recorded above, required specifically for catering activity under Chapter 124, § 124-2(B). Applies conditionally, only to a restaurant business that also caters, not to every fixed-premises eating establishment.
