Contractor Registration (unincorporated Cook County): Initial registration: $150 per trade. Annual renewal: $75 per trade. What does a contractor or trade need in Cook County that other businesses do not?
5 of the 6 permits particular to a contractor or trade here apply to no other business type we cover in Cook County: Contractor Registration (unincorporated Cook County), Asbestos Abatement Contractor Registration, General Contractor License (local, not state) and 2 more.
Contractor Registration (unincorporated Cook County)
A contractor must register with Building and Zoning before pulling a building permit for work in unincorporated Cook County; the same registration is not required to work inside Chicago or any other incorporated suburb, each of which has its own permitting process. Registration costs $150 per trade initially and $75 per trade at annual renewal, and requires $1,000,000 in general-liability insurance naming Cook County Building and Zoning as certificate holder. An electrical contractor needs a licensed supervising electrician, a plumbing contractor needs a state-licensed corporate officer, and a roofing contractor needs a State of Illinois Roofing License. A registration lapsed two years or more requires contacting the department to re-register rather than a simple renewal. Performing construction work without the required registration carries its own penalty schedule under Sec. 102-105(4): $500–$1,000 for a first violation, $1,000–$2,000 for a second, and $2,000–$3,000 for a third or later — a materially higher schedule than the General Business License's own $100/$250/$500 penalty, and the two should not be conflated. A public 'Registered Contractors Search' tool is available at the county's site.
General Business License (GBL)
This license applies only in unincorporated Cook County — every incorporated suburb and the City of Chicago license these businesses under their own ordinances instead. It reaches a covered business with a fixed place of business, owned or leased real property used for the business, or regularly stocked tangible personal property for sale, in unincorporated Cook County. Restaurants, coffee shops and food trucks are normally exempt because they instead hold a CCDPH food license, which the ordinance treats as satisfying the GBL requirement in its place; a business already holding a Liquor License, a CCDPH public-health license or an Arms Dealer license is likewise exempt from the GBL itself, though it must still register on the GBL portal to obtain an exemption certificate. The $40 fee is due within 30 days of opening for a new business. Operating without a required GBL carries a $100 fine for a first offense, $250 for a second and $500 for a third or later offense, per the Department of Revenue's own FAQ — a separate, higher penalty schedule ($500–$3,000, Sec. 102-105(4)) applies to unregistered contractor work instead, and the two should not be confused. Each separate location needs its own license, and applications are reviewed by Building and Zoning, Environmental Control, the Sheriff's Office, the Department of Public Health and the Department of Revenue.
Asbestos Abatement Contractor Registration
A contractor performing asbestos-containing-material abatement work in suburban or unincorporated Cook County — Chicago runs its own separate asbestos program — must register with the Department of Environment and Sustainability before doing so, for a flat $200 fee. Registration requires a current Illinois Department of Public Health Contractor's license, disclosure of the contractor's violation history for the prior two years, and a notarized Child Support Affidavit for each principal. This registration is separate from the per-project Abatement Permit (below), which every abatement job also needs regardless of whether the contractor is already registered.
General Contractor License (local, not state)
The Department of Financial and Professional Regulation publishes its complete list of regulated professions, about a hundred and fifty entries from acupuncturist to wholesale drug distributor; that list contains roofing contractor, private security and structural engineering but no general contractor, home improvement, HVAC, electrical or carpentry entry, so this record carries no state fee. The state's own start-up handbook notes that many contractor licenses are issued at municipal or county level. Chicago is the obvious example, and a contractor working across municipal lines can need several.
Plumbing Contractor Registration
Registered by the Department of Public Health, not by the professional regulation department — a common misattribution that sends applicants to the wrong agency. Any licensed plumber doing plumbing work for another person must register. The $150 is the smaller part of the cost: a $20,000 surety bond or letter of credit is required, and it cannot be a continuous bond — it must expire on 30 September like the registration itself — along with $100,000 general liability, $300,000 bodily injury, $50,000 property damage and $500,000 workers' compensation cover, though a contractor with no employees may elect out of the last. Registrations do not survive a change of ownership. The fee is read from the department's own application form, which is dated 2016, so confirm it before budgeting.
Roofing Contractor License
Roofing is one of the few construction trades Illinois licenses at state level, and the license belongs to the business while the exam belongs to a person: every applicant must nominate a qualifying party who passes it, at $226 payable to the testing company rather than to the state. Two classes exist — limited, for residential work up to eight units, and unlimited, which adds commercial and industrial. The exam must be passed within three years of applying or the fee is forfeited. The renewal fee and expiry date are not published, because roofing is not currently inside a renewal window and the department's live renewal table therefore omits it.
The other 5 local permits in the tables apply to every type of business in Cook County, IL; what each one involves is set out on the Cook County permits page. The 5 state-level registrations apply to every type of business across IL and are covered on the IL state page.
