What does a contractor or trade need in Champaign County Il that other businesses do not?
6 of the 6 permits particular to a contractor or trade here apply to no other business type we cover in Champaign County Il: Private Sewage Disposal System Construction Permit (Outside Champaign and Urbana), Private Water Well Construction Permit (Outside Champaign and Urbana), Floodplain Development Permit (Unincorporated, Special Flood Hazard Areas) and 3 more.
Private Sewage Disposal System Construction Permit (Outside Champaign and Urbana)
Ordinance No. 969 §6.4.1A requires a construction permit from the Health Department before any work constructing, repairing, altering, extending or replacing any part of a private sewage disposal system, apart from surveying or staking a site and similar minor exceptions. Under §6.4.2 the owner must obtain the permit, and §6.4.2B states "It shall be the responsibility of the Illinois Licensed PRIVATE SEWAGE DISPOSAL SYSTEM INSTALLATION CONTRACTOR to insure that a CONSTRUCTION PERMIT has been issued for said construction, installation or alteration prior to commencing any work", so an installation contractor working in the county checks for this permit before starting. The permit fee is $200, per Champaign County Board of Health Ordinance No. 975 ("Establishing Fees", adopted December 17, 2015), and the same figures appear on the "Fee Schedule — Champaign County" page the Champaign-Urbana Public Health District publishes for the county (page footer 01/25). It applies in Champaign County outside the Champaign-Urbana Public Health District (Ordinance No. 969 §1.3.2).
Private Water Well Construction Permit (Outside Champaign and Urbana)
Ordinance No. 969 §7.3.1 states that no water well or closed loop well shall be constructed, modified, deepened or sealed unless a construction permit has first been obtained from the Health Department, and §7.3.2B states "It shall be the responsibility of the WATER WELL or CLOSED LOOP WELL Contractor to insure that a CONSTRUCTION PERMIT has been issued before any construction or deepening of a WATER WELL or CLOSED LOOP WELL is initiated", so a well contractor working in the county checks for the permit before drilling. A private water well permit costs $200 ($100 permit fee plus $100 inspection fee), and a non-residential closed-loop well costs $400 ($100 permit fee for one to ten boreholes plus a $300 inspection fee) with $10 for each additional borehole above ten, per Champaign County Board of Health Ordinance No. 975 ("Establishing Fees", adopted December 17, 2015), and the same figures appear on the "Fee Schedule — Champaign County" page the Champaign-Urbana Public Health District publishes for the county (page footer 01/25). Ordinance No. 969 §12.2.2 ties the $100 well permit fee to Section 6 of the Illinois Water Well Construction Code (415 ILCS 30/6). It applies outside the Champaign-Urbana Public Health District (§1.3.2).
Floodplain Development Permit (Unincorporated, Special Flood Hazard Areas)
Development in a Special Flood Hazard Area of unincorporated Champaign County needs a Floodplain Development Permit from the Department of Planning and Zoning. The department's Floodplain Development Permit Application states that the permit is required under Ordinance #294 of the County of Champaign for development as defined in that ordinance, that the building or site may not be used or occupied unless a use permit has been issued by the Zoning Administrator, that the permit must be posted in plain view from a public road, and that it expires if no work is commenced within six months of issuance. The fee is $100 "in addition to any other fee required", as published on the Planning & Zoning Fee Listing (07/23), which the department links from its Ordinances, Policies, Regulations and Applications page. A project outside a Special Flood Hazard Area has no floodplain permit.
General Contractor License (local, not state)
The Department of Financial and Professional Regulation publishes its complete list of regulated professions, about a hundred and fifty entries from acupuncturist to wholesale drug distributor; that list contains roofing contractor, private security and structural engineering but no general contractor, home improvement, HVAC, electrical or carpentry entry, so this record carries no state fee. The state's own start-up handbook notes that many contractor licenses are issued at municipal or county level. Chicago is the obvious example, and a contractor working across municipal lines can need several.
Plumbing Contractor Registration
Registered by the Department of Public Health, not by the professional regulation department — a common misattribution that sends applicants to the wrong agency. Any licensed plumber doing plumbing work for another person must register. The $150 is the smaller part of the cost: a $20,000 surety bond or letter of credit is required, and it cannot be a continuous bond — it must expire on 30 September like the registration itself — along with $100,000 general liability, $300,000 bodily injury, $50,000 property damage and $500,000 workers' compensation cover, though a contractor with no employees may elect out of the last. Registrations do not survive a change of ownership. The fee is read from the department's own application form, which is dated 2016, so confirm it before budgeting.
Roofing Contractor License
Roofing is one of the few construction trades Illinois licenses at state level, and the license belongs to the business while the exam belongs to a person: every applicant must nominate a qualifying party who passes it, at $226 payable to the testing company rather than to the state. Two classes exist — limited, for residential work up to eight units, and unlimited, which adds commercial and industrial. The exam must be passed within three years of applying or the fee is forfeited. The renewal fee and expiry date are not published, because roofing is not currently inside a renewal window and the department's live renewal table therefore omits it.
The other 3 local permits in the tables apply to every type of business in Champaign County Il, IL; what each one involves is set out on the Champaign County Il permits page. The 5 state-level registrations apply to every type of business across IL and are covered on the IL state page.
