About each permit
Asbestos Abatement Contractor Registration
A contractor performing asbestos-containing-material abatement work in suburban or unincorporated Cook County — Chicago runs its own separate asbestos program — must register with the Department of Environment and Sustainability before doing so, for a flat $200 fee. Registration requires a current Illinois Department of Public Health Contractor's license, disclosure of the contractor's violation history for the prior two years, and a notarized Child Support Affidavit for each principal. This registration is separate from the per-project Abatement Permit (below), which every abatement job also needs regardless of whether the contractor is already registered.
Asbestos Abatement Permit
Any renovation or demolition project in suburban or unincorporated Cook County that disturbs asbestos-containing material needs this permit, filed at least 10 business days before work starts — Chicago runs its own separate asbestos program instead. A residential project pays a flat $200 filing fee; a commercial project pays $200 plus $6 per square foot or $2 per linear foot of the abated area, capped at $2,000, all non-refundable. Municipal demolition of a residential structure has been exempt from this fee since March 1, 2024. This applies to any of the nine physical-premises industries covered here renovating or demolishing an older building, in addition to the abatement contractor itself, who separately needs the Contractor Registration above.
Demolition Permit
Demolishing an existing structure in suburban or unincorporated Cook County requires a DES demolition permit — Chicago runs its own separate demolition program. A residential demolition is $300 for the first structure and $150 for each additional structure on the same site; a commercial demolition, or a residential demolition of 5 or more units, is $750 per structure; removing a permit hold is $55. A property in unincorporated Cook County also needs a separate Building and Zoning building permit on top of this DES permit. The application requires an asbestos-inspection report, property-tax documentation, a plat survey or photos, and a Demolition Debris Diversion Plan targeting 70% debris diversion and 5% material reuse for a residential project.
