What does a contractor or trade need in Black Hawk County that other businesses do not?

4 of the 4 permits particular to a contractor or trade here apply to no other business type we cover in Black Hawk County: Certificate of Insurance Before Building Work (unincorporated Black Hawk County), Electrical Licensing, Plumbing and Mechanical Contractor License and Construction Contractor Registration.

Certificate of Insurance Before Building Work (unincorporated Black Hawk County)

Black Hawk County Code 15.10.020(A) requires any person desiring to construct, reconstruct, remodel or repair any building or structure within the unincorporated area of the county first to file with the Auditor, or an intergovernmental agency the Auditor designates, a certificate of insurance from a company authorised in Iowa, "in limits of not less than $300,000 combined single limit to any person and $100,000 property damage", with an endorsement naming Black Hawk County, Iowa, and its employees as additional insured and a condition holding the county harmless. The certificate "shall be issued by the thirty-first day of December of each year, and shall be refiled on or before said date for each subsequent year" and must stay in continuous force. Under 15.10.020(C) the county is party to reciprocal agreements with the cities and towns in the county for filing one certificate with the Iowa Northland Regional Council of Governments (INRCOG), and filing with INRCOG counts as compliance. Under 15.10.030, "Homeowners working on their principal residence shall be exempt from filing said certificate." Chapter 15.10 states no filing fee.

Electrical Licensing

Electrical work is licensed by a dedicated Electrical Examining Board, genuinely separate from the general contractor registration above, and it does test competency rather than merely register a name. The rule chapter setting these fees moved twice in quick succession — out of 661-Chapter 502 (Public Safety) and into 481-Chapter 401 (Inspections, Appeals and Licensing) effective July 9, 2025, part of the same broader reorganisation that folded barbering and cosmetology together — so material citing the old '661-502' chapter number describes a rule that no longer sits where it says. The board also requires a contractor licensee, or an electrician licensee not employed by one, to maintain at least $1 million of general and complete operations liability insurance, with the carrier obligated to notify the board 30 days before any cancellation or reduction in coverage.

Plumbing and Mechanical Contractor License

Plumbing and mechanical work, including HVAC, sit under one combined board rather than two separate ones, on a shared three-year license cycle running to a fixed calendar date rather than an individual anniversary. A contracting business needs both the $250 board license and a separate $150 contractor registration routed through the licensing department, $400 in total. Beneath that, a master's individual license is $240, a journeyperson's $180, and an apprentice's $50. A business holding two or more of these licenses at once qualifies for a thirty per cent discount across them. Renewing after 1 August adds a $60 late fee, rising to $100 after 1 September.

Construction Contractor Registration

This is registration, not a competency license — fifty dollars a year to be on file with proof of insurance, with no examination behind it, which is the whole of what Iowa asks of general construction work. Administration moved to the licensing and inspections department as part of a broader 2023 reorganisation; older material naming Iowa Workforce Development as the agency is describing where this sat before that change. A small self-employed contractor earning under a set threshold and employing nobody else can apply for a fee exemption.

The other 5 local permits in the tables apply to every type of business in Black Hawk County, IA; what each one involves is set out on the Black Hawk County permits page. The 4 state-level registrations apply to every type of business across IA and are covered on the IA state page.
