About each permit

Food Establishment License

Iowa bands this fee by gross food and beverage sales rather than by seating capacity, which is the opposite of what many states do: under $100,000 a year in sales costs $150, $100,000 to under $500,000 costs $300, and $500,000 or more costs $400. A brand-new establishment with no prior-year figures to report is charged the top band by default until it has a full year on file. A mobile food unit is a flat $250 regardless of sales; a single temporary event is $50, and a license covering multiple non-concurrent events statewide in one year is $200; vending machines are $50 for the first and $10 for each additional one. Ten local health departments, covering roughly a third of Iowa's counties between Black Hawk, Cerro Gordo, Dubuque, Johnson, Lee, Linn, Scott, Siouxland and Washington County, run their own delegated inspection programmes and keep the fees they collect rather than remitting them to the state — but the fee schedule itself is set statewide by statute, so the amount does not change by moving between a state-run and a delegated county.

Electrical Licensing

Electrical work is licensed by a dedicated Electrical Examining Board, genuinely separate from the general contractor registration above, and it does test competency rather than merely register a name. The rule chapter setting these fees moved twice in quick succession — out of 661-Chapter 502 (Public Safety) and into 481-Chapter 401 (Inspections, Appeals and Licensing) effective July 9, 2025, part of the same broader reorganisation that folded barbering and cosmetology together — so material citing the old '661-502' chapter number describes a rule that no longer sits where it says. The board also requires a contractor licensee, or an electrician licensee not employed by one, to maintain at least $1 million of general and complete operations liability insurance, with the carrier obligated to notify the board 30 days before any cancellation or reduction in coverage.

Certified Food Protection Manager

No state fee, because Iowa runs no certification programme of its own — the credential comes from an accredited private provider at that provider's price, and the state rule addresses only who must hold one, not what it costs. A single certified food protection manager covers an establishment, and a newly licensed facility has six months from licensure to comply. Several categories are exempt outright: an establishment selling only prepackaged food, a temporary or farmers market establishment, one that prepares no food at all, and one selling only commercially prepared items that need no temperature control for safety. This is a manager-level requirement rather than a card required of every employee — Iowa's rule addresses only the person in charge.

Barbering or Cosmetology Establishment License

Iowa merged its cosmetology and barbering regulation into one board under a 2023 reorganisation, and a salon and a barbershop now pay the identical $80 establishment fee under the identical rule chapter — anything describing a separate cosmetology board, or citing the old chapter 645 numbering from before the merger, is describing an agency that no longer exists in that form. An individual practitioner's own license is $60, and renewing more than thirty days after expiry adds a further $60 late fee. The application fee is stated as nonrefundable regardless of outcome.

Plumbing and Mechanical Contractor License

Plumbing and mechanical work, including HVAC, sit under one combined board rather than two separate ones, on a shared three-year license cycle running to a fixed calendar date rather than an individual anniversary. A contracting business needs both the $250 board license and a separate $150 contractor registration routed through the licensing department, $400 in total. Beneath that, a master's individual license is $240, a journeyperson's $180, and an apprentice's $50. A business holding two or more of these licenses at once qualifies for a thirty per cent discount across them. Renewing after 1 August adds a $60 late fee, rising to $100 after 1 September.

Construction Contractor Registration

This is registration, not a competency license — fifty dollars a year to be on file with proof of insurance, with no examination behind it, which is the whole of what Iowa asks of general construction work. Administration moved to the licensing and inspections department as part of a broader 2023 reorganisation; older material naming Iowa Workforce Development as the agency is describing where this sat before that change. A small self-employed contractor earning under a set threshold and employing nobody else can apply for a fee exemption.
