About each permit
General Business License — City of Gillette position (enumerated licenses only)
The City Clerk's page, which lists every license and permit the Clerk issues, names no general business license, so this record carries no fee; Gillette's enumerated list is shorter than Cheyenne's or Casper's. Chapter 10 in its entirety licenses itinerant vendors and door-to-door solicitors, pawnbrokers, sexually oriented businesses and mobile food vendors, and permits circuses, carnivals and amusement rides, and special events, parades and right-of-way closures. Published fees: an itinerant vendor or umbrella license is $50.00, a door-to-door solicitor license $50.00 with a further $10.00 per person 'for the background check and for the creation of an identifying badge,' a pawnbroker $100.00, a sexually oriented business $250.00, a carnival, circus or amusement ride permit $100.00 per day for each day of the activity, and a special event or parade permit $25.00, refundable if the application is denied. Section 10-1(3)(b) sets the term — licenses 'are valid and effective for the calendar year in which the license is granted' — and §10-1 makes a violation 'a misdemeanor, punishable by a fine of up to seven hundred fifty dollars ($750). Each day a violation occurs or persists is a separate offense.' Of the ten industries covered here, only food trucks and contractors are licensed by the City, each listed separately.
Veterinary Practice — State Board License Applies (Gillette)
Chapter 10 of the City Code, the City's licensing ordinance, lists no veterinary category, and Chapter 4, Animal and Fowl, is a control chapter rather than a licensing one, so this record carries no fee. At state level the Board of Veterinary Medicine licenses individuals at a $300.00 application fee and $65.00 annual renewal, and W.S. 33-30-204(m)(iv) confines its fee authority to 'licensing and registration of veterinarians and the issuance of permits' with no facility line in the fee chapter. A clinic's Gillette obligations are the building permit, the sign permit, planning approval where the district requires it and Campbell County Fire Department inspection.
Mobile Food Vendor License
The license is per unit rather than per operator: §10-5(3)(a) provides that 'Each Mobile Food Truck and Mobile Food Unit requires a separate Mobile Food Vendor License,' so a two-truck business pays $150.00. One useful exemption avoids doubling up: §10-5(1)(d) states that a person licensed under this section 'does not need a separate Itinerant Vendors license under Section 10-2,' which would otherwise add $50.00. The application requires proof that two other applications have already been filed — 'Proof of application for food service permit filed with the County Health Officer or the State Department of Agriculture' and 'Proof of application for a sales tax permit through the State of Wyoming' — so the state food license and the sales tax license come first in practice. Because Campbell County has no local health department, that food license comes from the Wyoming Department of Agriculture at $200.00 for a new license and $100.00 to renew, with the state sales and use tax license a one-time $60.00.
Salon and Barber Shop — State Board Licenses Apply (Gillette)
Chapter 10 of the City Code, the City's licensing ordinance, lists no salon, barber, tattoo or body art license, so this record carries no fee at city level — a contrast with Cheyenne, which charges $65.00 annually for a barber or beauty shop and $165.00 for body art, and Casper, which charges $25.00 for body art. The state licenses instead, and through two separate boards: the Wyoming Board of Cosmetology charges $75.00 per year for a salon license with a $225.00 application fee, while barber shops fall to the Board of Barber Examiners at $85.00 annually with a $100.00 new shop application. A salon's Gillette obligations are the building permit priced by floor area, the sign permit at $30.00, planning approval where required and Campbell County Fire Department inspection.
Fitness Studio — City Licensing Chapter Position (Gillette)
Chapter 10 of the City Code, the City's licensing ordinance, lists no fitness or health club category, so this record carries no fee. A studio's Gillette obligations are the building permit priced by floor area — favourable for a studio, since a 4,000 square foot space is $150.00 regardless of fit-out cost — the $30.00 sign permit, a commercial site plan at $340.00 or another planning application where the district requires one, and Campbell County Fire Department inspection.
Retail Store — City Licensing Chapter Position (Gillette)
Chapter 10 of the City Code licenses itinerant vendors and solicitors, pawnbrokers, sexually oriented businesses and mobile food vendors, and that ordinance lists no license for a fixed retail shop, so this record carries no fee for general retail. A trader without a permanent premises falls under the itinerant vendor license at $50.00 instead, and a pawnbroker under its own $100.00 license. Every retailer needs the Wyoming sales and use tax license, and its structure is worth recording because it differs from most states: W.S. 39-15-106 sets a one-time $60.00 fee, requires 'a separate license… for each place of business,' and provides that 'Licenses issued under this section are valid without further payment of fees until revoked by the department' — so there is no annual renewal, only a $60.00 reinstatement fee if a license is forfeited. A retailer's remaining Gillette obligations are the building permit priced by floor area, the $30.00 sign permit, planning approval where required and Campbell County Fire Department inspection.
Food Establishment License — State Department of Agriculture (Gillette)
The Wyoming Department of Agriculture licenses food establishments in Gillette directly, so this record carries no fee at city level; unlike Cheyenne and Casper, Gillette sits outside the state's local health department areas. The Department of Agriculture's own page sets the rule and the exceptions together: 'Any person processing, distributing, storing or preparing food for wholesale or retail use shall obtain a license from the department of agriculture or a local health department… All establishments that are new, have a new owner or have changed location shall pay an initial fee of $200 with an annual license renewal of $100,' and 'There are six local health departments in Wyoming (the counties of Laramie, Natrona, Teton, Sweetwater, and Sublette, and the city of Laramie.)' Campbell County is not on that list, and the Department's own area page names a state Consumer Health Services specialist for Campbell County rather than a local programme. So a Gillette restaurant holds one food credential rather than the two a Cheyenne or Casper restaurant holds. Temporary food establishment licenses are $50.00 for up to fourteen consecutive days, and W.S. 35-7-124(b) provides that licenses 'shall expire one (1) year after the date of issuance unless suspended or revoked.' What Gillette itself requires of a restaurant is the building permit for fit-out, the sign permit, planning approval where the district requires it and Campbell County Fire Department inspection.
Child Care Facility — State License; City Zoning Rules Apply (Gillette)
Chapter 10 of the City Code, the City's licensing ordinance, lists no childcare license, so this record carries no fee at city level; unlike Casper, which charges a $50.00 health license, or Cheyenne, which charges a $375.00 planning application, Gillette adds nothing of its own. The Wyoming Department of Family Services licenses instead, at $25.00 to apply and $25.00 to renew under its Child Care Licensing Rules chapter 2 §9 as rewritten effective April 21, 2026, which halved the previous $50.00 figures. Under the adopted Zoning Ordinance (Ord. No. 4056, December 17, 2024), whose text sets out no conditional-use tier: Its Table b.A marks a state-licensed daycare permitted in the C-O, C-P, C-1, C-2 and C-3 commercial districts and in every residential district, but not in Ag, I-1 or I-2. Its footnote says a family child care center or child care center 'can operate C-O, C-P, C-1, C-2, C-3.' Section 3.t, Child Day Cares, contradicts that on one district: family child care homes, family child care centers and child care centers 'are not allowed in Agricultural District, C-3, Business/Service District, or Industrial Zoning Districts.' Section 1.c.2(d) provides that where the ordinance conflicts with itself 'the more restrictive provision shall apply,' so on the ordinance's own terms C-3 is closed to child care. In C-P, C-O, C-1 and C-2 a centre must 'be in compliance or come up to compliance with the currently adopted Building Code' (Section 3.t.5). In the residential districts every in-home daycare needs a Day Care permit before opening (Section 3.t.1). A family child care center or child care center there also goes through neighbour notice: the Zoning Administrator writes to residents within 140 feet, and if owners of 20 percent or more of the adjacent area object, the application goes to a Planning Commission public hearing, appealable to the City Council (Section 3.t.6). Neither the ordinance's own fee table nor the Planning Division's fee schedule lists a charge for that Day Care permit or for the zoning permit every new use needs (Section 1.d.4(c)). A childcare operator's other Gillette obligations are the building permit for any fit-out, the sign permit and Campbell County Fire Department inspection.
Auto Repair Shop — City Licensing Chapter Position (Gillette)
Chapter 10 of the City Code, the City's licensing ordinance, lists no auto repair category, so this record carries no fee. This differs from Cheyenne, which charges $65.00 for a garage, auto dealer or car lot license. A shop's Gillette obligations are the building permit priced by floor area, the sign permit, electrical and plumbing permits for any trade work, Campbell County Fire Department inspection, and the state sales and use tax license at a one-time $60.00. Any contractor doing the fit-out needs a Gillette contractor license with its $5,000 bond.
