Groceries, supermarkets, food manufacturers, distributors, processors, bakeries, meat markets and delicatessens are $75.00 base, with a grocery or supermarket charged $25.00 more for each of a meat market, bakery and delicatessen operated within it. Swimming pools are $75.00, campgrounds, motels, hotels, bed and breakfasts and body art and permanent cosmetic establishments $25.00, and child day care facilities $50.00. The City's Health Licenses page lists food service facilities on parochial, private or public school property at 'No license fee'. Food Truck (expressly excluded from the city health license; parking permit if downtown)City of Casper, City Clerk's OfficeNo city health license applies at all. The city charge is location-specific: under CMC §10.36.031(D)(1)(vi) a Mobile Vendor Parking Permit 'costs twenty-five dollars per space per day,' with an applicant able to request a maximum of two parallel parking spaces or three diagonal spaces, and under §10.36.031(C)(10) use of city electrical outlets in the Old Yellowstone District parking lot costs a further fifteen dollars per day with a three-hundred-dollar damage deposit lodged with the city clerk's office. The food license itself is applied for at the Casper-Natrona County Health Department at $200.00 new and $100.00 on annual renewal, but is issued by the Wyoming Department of Agriculture, which invoices the renewal directly. The department states the mobile position in terms: “Mobiles do not need a health license in the City of Casper. A City Fire inspection IS still required but City Building inspection is NOT.” Plan review for a mobile falls in the Specialty/Mobile class at $125.00. Inspections run 30 days after opening and then on a risk-based interval, usually twice a year, with higher-risk operations inspected more often.the parking permit is charged per day; the county food license is annual2026-09-14

About each permit

Health License — Child Day Care Facility

Casper is unusual, compared with Cheyenne and Gillette, in requiring a city license for childcare at all — Cheyenne charges a planning application and Gillette charges nothing. Section 8.12.020 makes both credentials necessary together: a facility must hold 'a current health license and a current certificate from the Wyoming Department of Health and Social Services,' so the $50.00 city license sits alongside the state license, which the Department of Family Services prices at $25.00 to apply and $25.00 to renew under its rules as rewritten effective April 21, 2026. Zoning is the second variable and §8.12.040(B) sets it out by format: a family day-care home is permitted in any residential zone; a group day-care home is 'a permitted use in R-3, R-4 and PUD; requiring a special use permit in R-1, R-2 and R-5'; and a group day-care centre or infant day-care centre requires 'a special use permit in all residential zones.' The February 2, 2026 fee schedule prices a conditional use permit at $600.00, the same figure Resolution 17-220 set in 2018; confirm with the Planning Division whether a childcare special use permit is billed at that rate.

Veterinary Practice — State Practitioner License Applies (Casper)

No fee applies: the City's enumerated business categories (§5.04.040) and its health license classes (§8.04.020) both omit veterinary premises, and W.S. 33-30-204(m)(iv) limits the state board's fee authority to licensing veterinarians and issuing permits; and Title 6 contains only animal care and control provisions. At state level the Board of Veterinary Medicine licenses individuals at a $300.00 application fee and $65.00 annual renewal, and its fee chapter contains no facility line. A clinic's obligations in Casper are the building permit, the sign permit, planning approvals and fire inspection.

Salon and Barber Shop — State Board License Applies (Casper; body art is city-licensed)

No fee applies to a hair or nail salon: Casper's enumerated business categories (§5.04.040) and the health license classes on the City's Health Licenses page include neither — a notable contrast with Cheyenne, which charges $65.00 annually for a barber or beauty shop. The state licenses instead: the Wyoming Board of Cosmetology charges $75.00 per year for a salon license with a $225.00 application fee, and barber shops fall to a separate board at $85.00 annually with a $100.00 new shop application. Two adjacent trades do carry Casper obligations. Body art and permanent cosmetic establishments are a $25.00 health license class under §8.04.020(A)(2). Massage therapy licenses and permits exist and the City's Health Licenses page notes that they 'do not require a county health inspection before issuance,' but no amount is published for them on that page or in §8.04.020, so the requirement is noted here without a fee.

Fitness Studio — Pool Health License Only Where a Pool Is Operated (Casper)

No fee applies to the studio, because a fitness business appears neither among the seven enumerated license categories at §5.04.040 nor among the health license classes at §8.04.020. One exception adds a real city obligation: a studio operating a swimming pool falls into the $75.00 health license class, on the same July 1 to June 30 fiscal year as every other Chapter 8.04 license. Otherwise a studio's obligations are the building permit for fit-out, the sign permit, planning approvals where required, and fire inspection — and as a Business Group B occupancy it is likely eligible for the annual self-inspection programme rather than a fee-bearing on-site visit.

Health License — Restaurant and Food Service

Casper's restaurant obligation is a health license rather than a business license, issued by the City Clerk after Casper-Natrona County Health Department inspection, and it runs the City's fiscal year rather than a rolling twelve months. One classification point genuinely remains open at city level, and this record states plainly what the primary source does and does not say rather than guessing: the City's own Health Licenses page lists its complete business-type table verbatim as Body Art/Tattoo, Swimming Pools, Child Day Cares, Hotels/Motels/Bed & Breakfasts/Roominghouses & Campgrounds, a grocery/supermarket/food-manufacturer/distributor/processor/bakery/meat-market/delicatessen class at $75.00, a bar class at $100.00, a restaurant class at $100.00, and school food service at no charge — with neither 'coffee shop' nor 'cafe' appearing anywhere on that page as its own category. The choice between the $100.00 restaurant line and the $75.00 grocery/bakery line is therefore left to the City Clerk's own classification judgment at application, not resolved by the ordinance's own text. The county level is settled, which narrows the question usefully: the Casper-Natrona County Health Department's own Food License Procedure chart puts a coffee shop in its Specialty class, at $125.00 for plan review, and charges inspections by class at $110.00 multi-venue, $85.00 full service, $60.00 fast food and $60.00 pre-packaged, with additional follow-up inspections $60.00, a remodel $75.00, a change of ownership $75.00 and a HACCP review $175.00. So a coffee shop's county treatment is clear even though its city license class is not. A separate county layer applies on top and is genuinely significant: Natrona County is one of only six Wyoming counties running its own health programme, and the Casper-Natrona County Health Department charges $200.00 for a new food license and $100.00 annually to renew, with plan review at $325.00 multi-venue, $225.00 full service, $175.00 fast food and $125.00 specialty, mobile or coffee shop, and inspections at $110.00, $85.00 and $60.00 respectively, plus $75.00 for a remodel and $60.00 for additional follow-up inspections. The county form sets out the sequence: obtain the city health or business license, then apply for the food license at the health department, with the license itself issued by the Wyoming Department of Agriculture.

Food Truck (expressly excluded from the city health license; parking permit if downtown)

The exclusion is explicit and recent, which is why it is recorded rather than inferred from silence: §8.04.010(B) as amended in June 2025 defines the health-license class as 'any business other than mobile food vehicles and their operators, within the city furnishing to the public any food and drink.' What replaces it is §10.36.031(A)(1), which makes it 'unlawful for the owner… to permit the operation of a mobile food vendor vehicle in the city without first obtaining a 'food license' after inspection by the Natrona County Health Department (NCHD) pursuant to the agreement between the NCHD and the State Department of Agriculture.' A second provision saves operators from a double license: §10.36.031(A)(2) states that 'any vendor issued a yearly 'food license' shall be exempt from the provisions of Chapter 5.38—Itinerant Merchants/Unsolicited Salesmen,' which would otherwise cap trading at ten days a year at $25.00. The only city fee therefore falls on trucks using public parking downtown or in the Old Yellowstone District.

General Business License — City of Casper position (seven enumerated categories)

No fee applies. The City's Business Licenses page and CMC §5.04.040 list a short, closed set of licensed businesses, and no general business license: junk dealers, pawnshops, itinerant merchants and unsolicited salesmen, secondhand dealers, vehicles for hire buses, vehicles for hire taxicabs, and the sale of alcoholic beverages. None of the ten industries covered here is on it. The published fees for those that are: a junk dealer is $50.00 and a pawnshop $100.00 with a $1,000 bond, each running the calendar year; an itinerant merchant is $25.00 for ten days per calendar year, with a ninety-day extension available for fruit and Christmas tree vendors; an unsolicited salesman and a secondhand dealer are $25.00 each; a hotel or rooming house $25.00; a vehicles-for-hire bus license $65.00 with a $1,000 surety bond and liability insurance, running the fiscal year; a taxicab company $65.00 and a taxicab driver $25.00. The City adds a rule worth noting for multi-activity businesses: 'Unless otherwise provided, if a business enterprise involves more than one of the above-named services or businesses, a license must be obtained for each fee classification. These fees shall not be prorated and are not transferable except upon application to the City Council.' What actually reaches food and personal-care businesses in Casper is the Chapter 8.04 health license, recorded as a separate requirement.

Auto Repair Shop — City of Casper position

No fee applies: Casper's enumerated business license categories (§5.04.040) and health license classes (§8.04.020) include no auto repair entry — unlike Cheyenne, which charges $65.00 for a garage or car lot license. The nearest instruments are adjacent rather than applicable: a junk dealer license at $50.00 under §5.28.020 would reach a shop dealing in salvage, and Chapter 8.36 regulates wrecked and disabled vehicles as a nuisance matter without licensing anyone. A repair shop's Casper obligations are the building permit for fit-out, the sign permit, planning approvals where the district requires them, and fire inspection — which, for a low-hazard shop, may be self-certified annually under the Chapter 15.40 programme.
