About each permit

Driveway/Culvert Permit (Randall County right-of-way)

A business that puts in a driveway onto Randall County right-of-way needs a driveway/culvert permit from the Road & Bridge Department before the driveway is built. As published on the county's Access Culvert / Driveway page, the "Driveway/Culvert Permit Fee: $200" applies whether paid by cash, check, money order or card, online or in person at the Road & Bridge office; the page adds: "(Any online payment or credit/debit card usage will have a processing fee added.)" The online payment asks for a reference number, which is the address where the driveway or culvert will be placed. The county's "Important Culvert Driveway Information" sheet (file dated March 31, 2021) states "All driveways need a permit", gives the same $200 base amount, and says "All permits are issued by the Road and Bridge Department." It limits driveway width to 30 feet unless Randall County approves more and warns that "All non-approved-permitted culverts/drives are subject to removal." Floodplain Development Permit (unincorporated Randall County)

A business that builds, fills, grades, paves, stores equipment or materials or otherwise develops property in unincorporated Randall County needs a Floodplain Development Permit before work starts. The county's Flood Damage Prevention Order, effective June 4, 2010, states in its preamble that its measures "shall be enacted within the unincorporated areas of Randall County", and Article 3, Section C states: "A Floodplain Development Permit shall be required to ensure conformance with the provisions of this order." The order applies only to the unincorporated areas of the county. The county's Floodplain Management page states that "no construction can begin unless a Floodplain Development Permit has been issued by this office" and describes two classes: "Class A Development Permit is required for all development outside the mapped 100-year floodplain of Randall County. Class B Development Permit is required for all development of property that lies partially or wholly within the mapped 100-year floodplain of Randall County." Before applying to develop within the floodplain, the page says to hire a surveyor to certify that the construction will meet the order. Under the order, a violation is a misdemeanor, and a person convicted shall be "fined not more than $500 for each violation, and in addition shall pay all costs and expenses involved in the case". Contact Road & Bridge, 301 W Highway 60, Canyon, 806-655-3861.
