About each permit
Food Establishment Inspection Fee
$150 for an inspection, and $200 for a reinspection — so failing costs more than the first visit did. Budget for the reinspection as a real risk rather than an edge case: it is the one line on this schedule that a well-run kitchen can avoid entirely and a badly prepared opening will meet twice.
Public and Semi-Public Pool Permit
$300 a year for a public or semi-public pool, the same $300 for a public interactive water feature such as a splash pad, and $25 for a follow-up evaluation under section 22.88. "Semi-public" is the word that catches people: a pool at an apartment block, hotel, gym or club is not a private pool, and needs this permit. The follow-up evaluation fee is low enough that it is not worth arguing about, but the annual permit is not optional.
Food Establishment Permit
Garland charges by what the operation does, not by its size or turnover, and the split is blunt: $500 a year for heavy preparation, light preparation, a full-service establishment, a fast food establishment, a sandwich or ice cream establishment, a supermarket or a hospital or nursing home; $300 a year for no preparation, a convenience store or a warehouse; $400 for an assisted living facility; $250 for a for-profit school; and $100 for for-profit concession facilities. Because there is no turnover or headcount band, a two-person cafe pays exactly what a large restaurant pays. That is dear at the small end — Lubbock starts at $100 and Midland at $150 — and cheap at the large end, where Bell County reaches $700 and Brazos County $675. The practical consequence is that the fee is knowable before you open, which most of these schedules are not.
Temporary Food Establishment Permit
$50 for a single event. The schedule prices only the single-event permit, so an operator working a run of events should ask Environmental Health whether a multi-event permit exists before assuming one does — several neighbouring jurisdictions publish one and Garland does not.
Child Care Center Permit
$200 a year, charged by city Environmental Health under section 22.161. This is a city permit and sits on top of the state license a child care operation needs from Texas Health and Human Services — two separate regulators, two separate applications. Garland is one of the few cities in this dataset that prices a child care permit at municipal level at all, which is worth knowing if you are comparing sites across the Metroplex.
