About each permit
Contractor Registration
Code § 3.02.001 requires every general contractor, remodeler, electrician, plumber, mechanical contractor, irrigator and pool installer to register with the City, and the registration lasts one year from issuance; the requirement extends to contractors building fences, decks and barns. The $75.00 fee is set by Appendix A Article A2.000(s) of the codified fee schedule (Municode version of 23 September 2026) and repeated on the Building Department's fee sheet effective June 20, 2025. The City's Contractor Registration page states plumbers and electricians are exempt from the fee, and that a state-licensed contractor qualifies by presenting a copy of the current state license with the application.
Commercial Building Permit (New Construction)
Appendix A Article A2.000 of the City's Code of Ordinances (amended by Ordinance 2025-10 of 19 June 2025; Municode version of 23 September 2026) and the Building Department's fee sheet effective June 20, 2025 both set new commercial construction at $0.70 per square foot, a plan review fee of 50% of the permit fee for commercial work, and double the permit fee for building before the permit is issued. The June 2026 commercial packet says the plan review fee is paid before the plans are reviewed and is additional to the permit fee, that inspection costs are included in the permit, and that processing takes 15 business days for a complete application. Code § 3.01.004 requires each contractor to hold a City registration before a permit is applied for.
Commercial Addition or Remodel Permit
Appendix A Article A2.000 of the City's Code of Ordinances (Ordinance 2025-10 of 19 June 2025; Municode version of 23 September 2026) and the Building Department's fee sheet effective June 20, 2025 both price a commercial addition at $0.58 and a commercial remodel at $0.51 per square foot, each plus a fixture fee total: $2.50 for each listed fixture (receptacle, switch, light fixture, ceiling fan, sink, water closet, fire sprinkler head and others), $5.00 for each listed larger item (electric panel, water heater, generator, EV charger, water line, sewer line, fire sprinkler riser) and $10.00 per ton of HVAC capacity. Commercial plan review adds 50% of the permit fee. Under Code § 3.01.005(d), painting, floor covering, awnings and similar listed work need no permit.
Certificate of Occupancy
Code § 3.01.006(b)(7) requires the final inspection after the building is complete and before anyone occupies it, and on approval the City issues a certificate of occupancy. Appendix A Article A2.000(w)(1) and the Building Department's fee sheet effective June 20, 2025 both set a $600.00 penalty for occupying before the certificate is obtained. The City's June 2026 commercial permit packet states the final includes a fire inspection and a health/food preparation inspection where applicable, and that inspection fees are included in the permit.
Sign Permit
Appendix A Article A10.000 of the City's codified fee schedule (Municode version of 23 September 2026) sets $25.00 for a temporary sign (subdivision, banner or new business) and $100.00 for a permanent subdivision or commercial sign. The Building Department's Sign Permit Process packet (Sep2026) states permits are required for all commercial permanent signs, a permanent sign permit is valid for nine months, the sign contractor must be registered with the City, a final inspection is required, and starting work before the permit is issued doubles the fee. Signs must meet Chapter 10 of the Unified Development Code.
