About each permit

General Business License — City of Sioux Falls position (enumerated licenses only)

The City's Licensing page states that 'Not all businesses and professions need City licensing' and points to §110.026 for the complete list of licenses, which names no general business license, so this record carries no fee. Title XI of the Code (Business Regulations) is organised in chapters 110 Licenses, 111 Alcoholic Beverages, 112 Food and Food Handlers, 113 Amusements, 114 Hospitals, 116 Pawnbrokers, 117 Peddlers and Vendors, 118 Escort Services, 119 Alarm Systems, 120 Pest Control, 121 Medical Cannabis, 122 Tattooing, 123 Cable Service and 124 Transportation Services. That chapter list includes no chapter for salons, veterinary practice, fitness or auto repair. Enumerated licenses that could reach a business include a fortuneteller or palmist at $35.00, a motion picture theater from $50.00 to $225.00 by seating, a pawnbroker or secondhand dealer at $25.00, livery vehicles at $25.00 for the first and $10.00 for each additional, an alarm installation or monitoring company at $35.00 annually with a $75.00 application fee, pest control, extermination or fumigation at $24.00, an arborist at $150.00 application and $100.00 annual license, and a manufactured home park at $100.00. Section 110.011 sets the common term: licenses 'take effect when issued and shall terminate on December 31 in the year for which issued.'

Salon and Barber Shop — State License; City Licenses Tattooing (Sioux Falls)

The §§110.026 to 110.037 fee schedule and Title XI's chapter list name no hair or nail salon license, so this record carries no fee for one. The City's own licensing page routes the nearest analogue outward, listing the 'State of South Dakota / Board of Massage Therapy — Message Therapist and Establishment License' rather than a city equivalent. Salons and nail salons are licensed by the South Dakota Cosmetology Commission at state level. One adjacent trade is genuinely licensed here and distinguishes Sioux Falls from both Rapid City and Aberdeen, neither of which licenses it: tattooing, under Chapter 122, at $60.00 annually for a tattoo artist and $173.00 for a tattoo establishment, with a $28.00 fire inspection under §110.035 on top. A salon adding tattooing or permanent cosmetics picks that up.

Fitness Studio — City Licensing Position (Sioux Falls)

The §§110.026 to 110.037 fee schedule lists no fitness license, so this record carries no fee. The nearest candidate chapter, Chapter 113, AMUSEMENTS, comprises only §113.001 on musical instruments in public places, §113.002 restricting shooting gallery locations, §113.003 requiring a bond or liability insurance for amusement rides, and §113.999. A studio's obligations are the building permit for fit-out, the sign permit, zoning approval where the district requires it, and a $28.00 fire inspection under §110.035 as an establishment requiring one, or an annual fire license at $58.00 under §110.033 if its occupancy is one the fire chief designates.

Mobile Food Vending Permit

Three obligations stack and §117.133(b) sets out two of them explicitly: the equipment 'be inspected upon application for a permit and shall be required to obtain a valid food service license and operating permit,' and each mobile vending truck must 'be inspected at a minimum of twice per year by the Sioux Falls Health Department.' So a truck holds both the $75.00 vending permit and a food service license on the size-banded schedule, and submits to inspection twice a year rather than once. Insurance is specified on the City's own page: 'A Certificate of Insurance ($1M per occurrence / $2M aggregate) that lists the City of Sioux Falls as an Additional Insured.' A Fire Marshal inspection is required where the truck uses propane, electricity or grease. The whole permit expires December 31 regardless of when issued, so a truck licensed in November pays the full $75.00 for two months.

Contractor and Trade Licenses

The City states the requirement broadly — 'A license is required of all contractors doing [work] within Sioux Falls city limits' — with a narrow exemption: 'Homeowners who live in and own single family dwellings are not required to obtain a license, but other rules apply.' Section 150.002 puts teeth in it for residential work by tying the building permit to the license. The staggered terms are worth noting for budgeting: most trades renew every two years while residential building and roofing contractors renew every three, and the inactive-status fees of $20.00 to $25.00 let a licensee hold a credential dormant rather than requalifying. Two license types appear on the City's contractor page but carry no fee in §110.028, for different reasons. Commercial Building Contractor is not a license at all: the City's own page for it states that 'The City of Sioux Falls does not require Commercial Building Contractors to be licensed at this time,' and directs commercial work through plan review and permits instead — so, per that page, a commercial general contractor needs the permits for the job rather than a Sioux Falls license. Right-of-Way Contractor is a real requirement but is administered as a bond-and-insurance registration by the City Engineering Division rather than as a priced license: the City asks for 'the required licensing (for sewer and water only), bond, and insurance documentation' and publishes no fee, and §110.028 sets none, so no amount is listed here. Note that the City's licensing page gives the contractor licensing telephone number as 605-367-8670 while its contractor page gives 605-367-8672, and its commercial contractor page gives Building Services as 605-367-8248.

Veterinary Practice — State Board License Applies (Sioux Falls)

Veterinary practice appears in neither the §§110.026 to 110.037 fee schedule nor Title XI's chapter list, so this record carries no fee. The South Dakota Board of Veterinary Medical Examiners licenses instead, describing its own remit as being 'to protect the public by licensing qualified individuals to practice as veterinarians and veterinary technicians,' which is individual rather than premises licensing. A clinic's Sioux Falls obligations are the building permit for fit-out, the sign permit, the $375.00 conditional use permit or other zoning approval where the district requires it, and the $28.00 fire inspection under §110.035 as an establishment requiring a fire department inspection.
