About each permit
Retail Food Facility Health Permit (permanent food facility)
Yolo County Environmental Health's Permanent Food Facilities page says permanent food facilities 'are those operating in a permanently constructed structure. Examples are restaurants, cafeterias, markets, delis, bakeries and bars.' Its Retail Food Program page says 'We permit and inspect over 1,330 food establishments including restaurants, grocery stores, bakeries, hospitals, school cafeterias, cottage food operations, mobile food facilities, and temporary food vendors.' A new facility passes plan review and a final Environmental Health inspection before the health permit is issued; the annual fee 'covers one or two routine inspections per year, depending on the type of facility' and one follow-up inspection for each routine inspection. The page says 'permits are non-transferable': a new owner re-applies and pays the annual permit fee. Amounts are from the Yolo County Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025), and the same amounts appear in the Current Master Fee Schedule with a revised date of 12/09/2025.
Food Facility Plan Check
The county's Permanent Food Facilities page sets out the steps for a new food business: 'Submit a New Food Facility Plan Review through the Citizen's Portal', after which 'Inspectors have 20 business days to review and approve or reject plan checks' and incomplete plans are rejected. Once plans are approved the page says to 'contact your local building department to obtain the required building permit before beginning construction'. For a remodel, 'If remodeling is to be done or any changes in equipment are being made, plans must be submitted to Environmental Health for approval prior to beginning work.' A change of ownership can also trigger a plan check or onsite review. Amounts are from the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025), matching the Current Master Fee Schedule lines revised 12/09/2025.
Mobile Food Facility Permit
The county's Mobile Food Facilities page says 'MFFs and CMFOs require a Yolo County Environmental Health (YCECH) permit to operate' and 'Operators of MFFs are required to annually renew their YCEH permit to operate'. Every mobile food facility must operate out of an approved commissary, report to it once each operating day, and park there overnight; an enclosed, occupiable unit such as a food truck also needs a California Department of Housing and Community Development insignia. Construction plans are required for any unit that does not hold a permit with another California environmental health agency. The page adds that 'Additional requirements for operating location may be required by the city/cities/unincorporated areas of Yolo County the MFF choses to operate in.' Amounts are from the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025), matching the Current Master Fee Schedule lines revised 12/09/2025.
Temporary Food Facility Permit (community events)
The county's Community Events & Food Booths page defines a Temporary Food Facility as one that 'operates at a fixed location for the duration of an approved community event' and says such facilities are commonly used at 'community events, fairs, festivals, farmers' markets, street fairs, fundraisers, sporting events, and other approved public gatherings'. It also notes that a food truck, food cart or compact mobile food operation 'should not automatically be classified as a temporary food facility merely because it operates at a community event'. Vendors working several events can take an annual permit, and event organizers hold their own permit. Amounts are from the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025), matching the Current Master Fee Schedule lines revised 12/09/2025.
Catering Operation Permit
The county's Catering Food Operations page says 'YCEH regulates all catering operations' and defines a catering operation as 'a food service that is conducted by a permanent food facility approved for food preparation' where food is served at a location other than its permitted location, at a contracted offsite private event or alongside a host facility. It says a catering operation may be 'a restaurant facility that already holds a health permit as a permanent food facility (an additional catering operation permit will be required if operating at a host facility)'. Applicants submit a catering application, a commissary agreement, a food safety manager certificate, catering standard operating procedures and a sample menu. Amounts are from the Current Master Fee Schedule (Catering and Catering at Host Facility revised 12/09/2025; Catering - Single Event revised 12/09/2025) and the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025).
Public Swimming Pool / Spa Permit and Plan Check
This permit reaches a fitness studio only as a scope consequence: a gym or studio that operates a public swimming pool or spa needs it, and a studio without a pool or spa has no pool permit. The county's Recreational Health page says 'Yolo County Environmental Health regulates approximately 350 public swimming pools and spas throughout the county.' A new pool or spa goes through plan review (up to 20 business days) and pre-deck, pre-gunite, pre-plaster and final inspections before the permit application and annual fee; remodels and minor equipment changes also need Environmental Health approval before work begins. Amounts are from the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025), matching the Current Master Fee Schedule lines revised 12/09/2025.
Body Art Facility Permit and Practitioner Registration
This permit reaches a salon only as a scope consequence: a salon offering tattooing, piercing, branding or permanent cosmetics needs it, and a salon offering only hair, nail or skin services without body art has no body art permit. The county's Body Art Program page says 'Anyone operating a body art facility or performing body art procedures in Yolo County must obtain the proper permit or registration before operating.' Plans are submitted for Body Art Plan Review first, then the facility permit application; each practitioner registers separately, and the page says 'Body Art Practitioner registration is separate from the facility's permit to operate. Both are required to perform body art in Yolo County.' Amounts are from the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025), matching the Current Master Fee Schedule lines revised 12/09/2025.
Hazardous Materials Business Plan (CUPA)
The county's Hazardous Materials Programs page says 'Yolo County Environmental Health serves as the Certified Unified Program Agency (CUPA) for Yolo County.' Its Hazardous Waste Generators page says 'In Yolo County, hazardous waste generators must electronically submit a Hazardous Materials Business Plan to the Environmental Health Division' and lists 'Auto repair facilities, auto body shops' first among its examples of hazardous waste generators; it adds that 'All facilities that handle or store hazardous materials and/or hazardous wastes must submit to Yolo County the Hazardous Materials Business Plan', electronically through the California Environmental Reporting System (CERS). The annual fee depends on the facility's hazardous materials category; the category criteria are not printed on the fee sheet, so a business confirms its category with Environmental Health at (530) 666-8646. Amounts are from the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025); the $79 CUPA Facility line is from the Current Master Fee Schedule (revised 12/09/2025).
Hazardous Waste Generator Permit (CUPA)
The county's Hazardous Waste Generators page says 'A generator of hazardous waste is any individual, business, or organization who through their activities produce a hazardous waste of any quantity' and lists 'Auto repair facilities, auto body shops' among its examples of hazardous waste generators. Generators are responsible for determining whether their waste is hazardous, keep written waste determinations, label containers, use hazardous waste manifests kept on site for at least 3 years, and need an EPA ID number from the Department of Toxic Substances Control; the page says generators 'are inspected at least once every three years'. Amounts are from the Environmental Health Fees 2025-2026 sheet (Resolution 25-71.01, effective December 9, 2025), matching the Current Master Fee Schedule lines revised 12/09/2025.
