About each permit

Mobile Food Facility Health Permit

A food truck or cart needs a mobile food facility permit from Tulare County Environmental Health; the Division's food-permit page lists Mobile Food Facilities among the operations that need an Environmental Health permit. A unit operating from a commissary or shared kitchen also involves the commissary permit or the commissary addendum shown here. Environmental Health's permit-holder notice states the Board of Supervisors approved the fee increases on April 14, 2026, effective July 1, 2026, and names 'Mobile Food Unit Preparation – $731' and 'Commissary Addendum to Food Permit – $561' among the lines raised at a higher rate. Figures are per EH's Fee Schedule FY 2026-2027, and the county-wide Schedule of Fees (as of July 1, 2026) prints the same amounts. The Environmental Health Officer's certification is also a prerequisite for the county Mobile Food Vendor business license in the unincorporated area (Ordinance Code §6-20-2010).

Temporary Food Facility, Event Organizer and Catering Permits

A restaurant, coffee vendor or food truck selling food at a community event or fair needs a temporary food facility permit from Tulare County Environmental Health for each booth — a single-event permit, or an annual multi-event vendor permit for operators who work several events — and the event organizer holds a separate organizer permit. The same schedule lists a Caterer permit and a Catering Host Permit for catering operations. Figures are per Environmental Health's Fee Schedule FY 2026-2027; EH's permit-holder notice states the Board of Supervisors approved the fee increases on April 14, 2026, effective July 1, 2026, and the county-wide Schedule of Fees (as of July 1, 2026) prints the same amounts.

Body Art Practitioner Registration and Facility Permit

A salon or studio offering tattooing, piercing or permanent cosmetics needs Environmental Health approval for both the facility and each practitioner. Environmental Health's Body Art page states: 'All individuals performing Body Art procedures and all Body Art facilities located within the County of Tulare, are required to register once and then maintain an annual registration or permit', and practitioners submit a Body Art Practitioner Form with the fee. A business offering only ear piercing with a mechanical stud-and-clasp device files the one-time notification. A salon offering only hair, nail or skin services without body art has no body art permit. Figures are per EH's Fee Schedule FY 2026-2027 (Board approval April 14, 2026, effective July 1, 2026, per EH's notice), and the county-wide Schedule of Fees (as of July 1, 2026) prints the same amounts.

Hazardous Materials Business Plan / Hazardous Waste Generator Permit (CUPA)

Environmental Health's services page states that 'The Tulare County Division of Environmental Health is responsible for inspecting facilities that handle hazardous materials, generate hazardous waste, treat hazardous waste, own/operate underground storage tanks, own/operate aboveground petroleum storage tanks, or handle other materials subject to the California Accidental Release Program.' An auto-repair shop that stores oils, solvents or other hazardous materials at reportable quantities, or generates hazardous waste, falls under these programs; the business-plan fee is tiered by the number of reportable quantities of chemicals and the generator fee by generator size. A salon or veterinary practice reaching the same thresholds is covered the same way. Figures are per EH's Fee Schedule FY 2026-2027 (Board approval April 14, 2026, effective July 1, 2026, per EH's notice); the county-wide Schedule of Fees prints the same amounts and lists the $79 CUPA oversight surcharge with the authority 'State'.

Medical Waste Generator Registration / Permit

A veterinary clinic or hospital that generates medical waste (sharps, biohazardous waste) registers with Tulare County Environmental Health, which lists Medical Waste among its services. A small generator producing under 200 pounds registers at the Small Generator rate; a veterinary clinic or hospital that is a large quantity generator pays the veterinary large-quantity-generator fee. Both amounts are per EH's Fee Schedule FY 2026-2027 (effective July 1, 2026). The county-wide Schedule of Fees (as of July 1, 2026) prints the same amounts: the Small Generator line under Resolution 2023-0311 (effective July 1, 2023), and the veterinary large-quantity-generator line with the authority 'State' and a Health and Safety Code §117995 reference.

Food Facility Health Permit (restaurant / retail food)

Environmental Health's 'How to Get a Food Facility Permit' page says: 'If you would like to make, sell, and/or donate food to the public, you need an Environmental Health Permit', and its food FAQ says an application and fee 'must be submitted to the Environmental Health Division prior to opening'; a new or remodelled facility should contact the Division at (559) 624-7400 before applying. The County's public-health permit ordinance (Ch. 4-19, which applies where there is no provision made in State law, §4-19-1000) sets a one-year term, requires renewal at least 30 days before expiry and requires the permit to be posted conspicuously on the premises. Fees are per Environmental Health's Fee Schedule FY 2026-2027; EH's permit-holder notice states the Board of Supervisors approved the increases on April 14, 2026, effective July 1, 2026, and the county-wide Schedule of Fees (as of July 1, 2026) prints the same amounts, including the Restaurant Low Risk $745 and Moderate Risk $743 figures exactly as shown.

Public Swimming Pool / Spa Permit

A gym or fitness studio that operates a pool or spa used by members needs an annual public pool or spa permit from Tulare County Environmental Health, which runs the Pools, Spas and Water Features program; a studio without a pool or spa has no pool permit. The fee is set per pool by volume, with a separate spa/hot-tub line, and new or remodelled pools go through recreational-health plan review billed hourly. The County's public-health permit ordinance (Ch. 4-19, which applies where there is no provision made in State law) sets a one-year term and renewal at least 30 days before expiry. Figures are per EH's Fee Schedule FY 2026-2027 (Board approval April 14, 2026, effective July 1, 2026, per EH's notice), and the county-wide Schedule of Fees (as of July 1, 2026) prints the same amounts.
