About each permit
Kennel Permit (commercial, boarding, non-commercial, rescue) and Breeder Permit
A veterinary practice that boards animals operates a kennel. Ordinance Code §4-07-4000 states: 'No person shall operate a Commercial, Noncommercial, Boarding, or Rescue Kennel without first obtaining the proper permit or registration in accordance with the provisions of this Chapter and paying such fees as established by Animal Services. These permits shall expire June 30 of every calendar year.' The same section requires kennels to operate in accordance with zoning, states that 'Commercial, Rescue, and Boarding Kennels require a special use permit', and requires a Breeding Permit for each female animal bred by a commercial kennel or breeder. Kennels must meet Animal Services' Kennel Minimum Standards for their kennel type. Fee figures are per the Animal Services section of the County of Tulare Schedule of Fees FY 2026/27 (Resolution 2024-0348, effective July 1, 2024).
