About each permit

Massage Business Registration Certificate (unincorporated area)

County Code Chapter 14.3 makes it unlawful for a business to provide massage for compensation within the unincorporated areas of Solano County unless every owner and every person performing massage is certified by the California Massage Therapy Council (CAMTC) and the business holds a valid county registration certificate, issued by the director of resource management and valid for two years. The county's Body Art and Massage Program page says that 'Massage facilities located in the unincorporated area of Solano County are required to submit a Massage Registration Form to the Environmental Health Division.' The certificate is a condition of the county business license, changes must be reported within 30 days, and renewal is due at least 30 days before expiry. Under County Code §14.3, licensed barbers and cosmetologists who massage only the neck, face, scalp, hands or feet are exempt from the registration requirement.

Special / Temporary Event Food Permits (Organizer and Booth)

Selling food at a fair, festival or other community event in Solano County takes two layers of Environmental Health permit: the event organizer's permit, priced by the number of booths, and a permit for each food booth, priced by risk level for a single event or a season. Amounts are from Exhibit III-A to Resolution 2026-78 (adopted 28 April 2026, effective July 1, 2026). The county's Special Events page says that 'Applications or payments received less than 14 days prior to the event will be assessed a 50% late fee' and that applications received 72 hours before the event may not be approved; for non-profit organizers and vendors it says permits are issued 'a maximum of 4 times per calendar year not to exceed 72 hours each, and additional events after will be billed.'

Catering Registration / Host Facility Permit

A caterer serving food at events in Solano County registers with Environmental Health; a caterer based in another county uses the lower out-of-county registration, and a venue that hosts caterers needs the host facility permit. These figures are from Exhibit III-A to Resolution 2026-78, adopted by the Board of Supervisors on 28 April 2026 and effective July 1, 2026, and match the county's published Environmental Health Fee Schedule (FY 2026-27). Environmental Health's jurisdiction covers all seven cities and the unincorporated area, so the registration applies wherever the catering takes place in the county.

Public Pool / Spa Permit and Plan Check

A gym or fitness studio that operates a pool or spa used by members or the public needs an annual public pool/spa permit from Solano County Environmental Health, and new pools or spas go through Environmental Health plan check before construction. A studio without a pool or spa has no pool permit. The annual fee is a $227 site fee plus $331 for each pool or spa on the site, and plan check is $2,048 plus $560 for each additional pool or spa, per Exhibit III-A to Resolution 2026-78 (adopted 28 April 2026, effective July 1, 2026). Environmental Health's jurisdiction covers all seven cities and the unincorporated area.

Body Art Facility and Practitioner Permits

A salon or studio offering tattooing, body piercing or permanent cosmetics needs a body art facility permit, and each person performing the work needs a practitioner registration. The county's Body Art and Massage Program page says that 'All body art facilities and practitioners operating within Solano County are required to have a valid permit which must be renewed annually', and a new facility or a remodel goes through plan review first. A salon offering only hair, nail or skin services without body art has no body art permit. Fees are from Exhibit III-A to Resolution 2026-78 (adopted 28 April 2026, effective July 1, 2026) and match the county's published Environmental Health Fee Schedule (FY 2026-27).

Retail Food Facility Health Permit

A restaurant, coffee shop, market or other retail food facility needs an annual health permit from Solano County Environmental Health, which states that it 'has jurisdiction in the cities of Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, Vallejo, and surrounding unincorporated areas' — so the permit comes from the county whether the business is in a city or not. The fee is set by floor area and by the facility's risk category; the figures are from Exhibit III-A to Resolution 2026-78, adopted by the Board of Supervisors on 28 April 2026 and effective July 1, 2026, and the same amounts appear on the county's published Environmental Health Fee Schedule (FY 2026-27). A child care centre preparing food falls under the separate Day Care line ($561). A reinspection is billed at $334 under the same schedule.

Food Facility Plan Check and Construction Inspection

Building a new food facility, or remodelling one, anywhere in the county's Environmental Health jurisdiction (all seven cities and the unincorporated area) requires Environmental Health plan check and construction inspection before the retail food permit is issued. The fee is set by floor area for a new facility, with a single $765 figure for a remodel plan check; all amounts are from Exhibit III-A to Resolution 2026-78, adopted by the Board of Supervisors on 28 April 2026 and effective July 1, 2026. The plan check is separate from, and in addition to, any building permit the city or county requires for the same work and the annual retail food facility permit that follows.

Mobile Food Facility Permit

The county's Mobile Food Operations page says 'Solano County permits all types of mobile food vendors', and Environmental Health's jurisdiction covers all seven cities and the unincorporated area. The page asks applicants to allow a minimum of 20 days for review and lists a Commissary Agreement and a Restroom Agreement among the forms; it also states that 'Fees are assessed each time your mobile food facility does not pass inspection.' The annual fee depends on the unit type and risk level, per Exhibit III-A to Resolution 2026-78 (adopted 28 April 2026, effective July 1, 2026), which added the two high-risk lines as new fees; a truck working a special event also needs the single-event ($182) or seasonal ($451) mobile event permit from the same exhibit.
