About each permit

Hazardous Materials Business Plan / Hazardous Waste Permit (CUPA)

Solano County Environmental Health's Hazardous Materials program is the county's Certified Unified Program Agency, and its page states that 'The CUPA has jurisdiction in the cities of Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, Vallejo, and surrounding unincorporated areas.' An auto-repair shop needs this permit when it handles hazardous materials at or above the Health & Safety Code §25507 thresholds — 55 gallons of liquid, 500 pounds of solid or 200 cubic feet of compressed gas. The county fee, tiered by number of personnel, is from Exhibit III-A to Resolution 2026-78 (adopted 28 April 2026, effective July 1, 2026); the $79 state surcharge appears only on the county's published Environmental Health Fee Schedule, and the adopted exhibit notes that the surcharge is adjusted annually by the Secretary for Environmental Protection.
