About each permit
CUPA / Hazardous Materials Business Plan (HMBP) Program
Sacramento County EMD is the CalEPA-designated Certified Unified Program Agency (CUPA) for the entire county, including every incorporated city — the same countywide scope pattern as the food and medical-waste programs, with no separate city-run CUPA published anywhere in the county. Auto-repair shops are the primary trigger among the tracked industries, for solvents, used oil, refrigerants and parts-washer chemicals; restaurants and food trucks are typically below the disclosure threshold unless storing a large quantity of a specific listed chemical, and a veterinary practice can trigger it by storing threshold quantities of anesthetic gases. Fees range from a $213 Low Risk Annual Fee up through a $2,283-to-$4,249 Underground Storage Tank Operating Permit and CalARP Program fees reaching $6,105 a year at the highest risk tier; an Underground Storage Tank Installation runs $8,661 and up as a one-time project cost. A business handling hazardous materials or generating hazardous waste above the applicable threshold quantities must file the required disclosure and pay the corresponding generator or tiered-permitting fee every year.
Body Art Facility Permit
This permit reaches a salon only if it performs tattooing, permanent makeup, or body piercing — an ordinary hair and nail salon offering none of those services needs no Body Art Facility Permit, and no county cosmetology permit exists for it either (see the salon 'no sector-specific license' record). The Facility Permit itself costs $389 a year plus a $151 reinspection fee if a follow-up visit is needed, and it is a countywide EMD program reaching every incorporated city as well as the unincorporated area, the same scope pattern as the retail-food and medical-waste programs. On top of the facility fee, each individual practitioner needs a $192 Practitioner Registration, the facility owner needs a separate $98 Facility Owner Registration, a mobile body-art operation is licensed at $115, and a business doing nothing more than mechanical (not needle) ear piercing needs only a $48 notification rather than the full facility permit. All figures reflect the Environmental Health Division fee schedule effective July 1, 2025.
Medical Waste Small Quantity Generator Registration
A veterinary clinic or hospital generating fewer than 200 pounds of medical waste a month must register under this countywide EMD program, in force since a July 2021 county ordinance; veterinary clinics are explicitly named as a covered small-quantity-generator business type. The registration is billed on a dedicated Veterinary Clinic – Medical Waste fee line of $888, distinct from the $215 general Small Quantity Generator Offsite Treatment fee other covered business types pay, and it is valid for a 2-year registration period before renewal. This is a countywide requirement reaching every incorporated city as well as the unincorporated area — the same scope pattern as the retail-food and body-art programs, not the unincorporated-only pattern of the County's own business licenses. A veterinary clinic that also boards animals separately needs the Kennel/Cattery Permit for the boarding side of its operation (see that record), and the county-level touchpoints for a veterinary practice besides this one are the Business License (if unincorporated), Building/Zoning, and Fire.
Commercial/Industrial Stormwater Compliance Program
This program reaches Sacramento County and every one of its incorporated cities EXCEPT the City of Isleton — the same countywide-with-one-carve-out scope pattern the Commercial/Industrial Stormwater program is confirmed to follow, distinct from both the unincorporated-only business-license pattern and the fully-countywide food/medical-waste pattern. EMD runs routine triennial (every 3 years) inspections for 9 named business categories: auto body shops, auto repair shops, auto sales/lease/rental, equipment rental, facilities under a State General Industrial Stormwater Permit, gas stations, kennels, nurseries, and restaurants; every other business is inspected only when a complaint is received. Inspection fees for the tracked industries run from $76 for a retail gas outlet up to $229 for equipment rental, with auto body and auto repair shops each billed $176, restaurants $88, and kennels — relevant to a veterinary practice that boards animals — $154. Sacramento County Code §15.12 prohibits any non-stormwater discharge into the storm drainage system, and this program implements the county's NPDES Municipal Separate Storm Sewer System permit.
Retail Food Facility / Health Permit
Any restaurant, coffee shop, or retail store selling or giving food to the public — anywhere in Sacramento County, including every one of the 7 incorporated cities — needs this permit, because EMD's Environmental Health Division is the county's sole food-safety authority; EMD's own program page states its enforcement reaches 'all retail food facilities in Sacramento County, including all incorporated cities,' the opposite scope pattern from the unincorporated-only County business licenses above. The annual fee depends on facility type and size: a restaurant pays $1,507, a restaurant with a bar $1,907, a bar alone $892, a food preparation establishment $1,117, a bakery with no preparation $641, and a retail market from $390 (pre-packaged only, 25-300 sq ft) up to $1,189 (15,000+ sq ft), each with its own reinspection fee if a follow-up visit is needed. A veterinary clinic selling incidental retail food or treats over the counter falls under the same retail-market tiers. New construction, remodel and change-of-ownership plan review are charged separately (see that record). This fee schedule is Board-approved each July 1, so the dollar figures above should be re-confirmed once a new fiscal year's schedule takes effect.
Retail Food Facility Plan Review
Before a new food facility is built or an existing one majorly remodeled anywhere in Sacramento County, including inside any of the 7 incorporated cities, EMD's Environmental Health Division must review the plans and complete a pre-operational inspection, separately from the annual operating permit fee charged once the facility opens. The July 1, 2025 fee schedule charges $2,489 for new construction under 2,000 square feet, $2,857 for 2,000 to 6,000 square feet, $4,467 for anything larger, and a flat $1,428 for a major remodel that does not amount to new construction. This is the same countywide program and the same fee schedule as the operating permit above, re-adopted by the Board of Supervisors each July 1, so a project spanning a fiscal-year boundary should confirm the then-current figures with EMD directly.
Mobile Food Facility (Food Truck) Permit
A food truck, cart, trailer, or coffee kiosk operating anywhere in Sacramento County needs this countywide permit before opening for business — California Retail Food Code §114381 states directly that 'a mobile food facility shall not be open for business in California without a valid permit.' The vehicle must meet §114294 et seq. construction standards, and the operator must submit commissary verification, an application, and the applicable fee, then pass inspection. Fees run from $195 a year for a Category A pre-packaged-only unit up to $789 for a Category D fully enclosed, full-cooking unit, with a separate $770 fee for new-construction plan review. Every permit expires December 31 regardless of when it was issued, and is not transferable between owners or vehicles. Category B and D units need an approved commissary, which may be out of county if a daily return trip is practical, and no home-based food preparation is allowed. A food truck operating in the unincorporated area may also need the County's Special Business License for mobile food vending (see that record); one operating inside an incorporated city instead needs that city's own business license alongside this countywide EMD permit.
Temporary Food Facility Permit
A food-truck operator selling food at a fair, festival or other short-run event anywhere in Sacramento County, including inside any of the 7 incorporated cities, needs a temporary food facility permit rather than the annual Mobile Food Facility permit for that specific engagement, because EMD's Environmental Health Division administers this countywide program the same way it administers the permanent and mobile food permits above. The permit is issued under the California Retail Food Code's temporary-food-facility provisions and is priced within the same annually Board-approved Environmental Health Division fee schedule as those other permits, in a tier keyed to the event's length and the risk level of the food served, rather than as a flat statewide amount. A vendor who also holds an annual Mobile Food Facility permit still needs a separate temporary permit for a one-off event outside that unit's normal operating pattern. This is a countywide EMD program, the same scope pattern as the Retail Food Facility and Mobile Food Facility permits, not the unincorporated-only pattern that applies to the County's own business licenses.
