About each permit
Public Pool / Spa Permit and Plan Review
A gym or fitness studio that operates a pool, spa or spray feature used by members or the public needs an annual public pool permit from Placer County Environmental Health, priced as seasonal or year-round. A studio without a pool or spa has no pool permit. New pools and spas, remodels and equipment replacement go through Environmental Health plan review first; the county's Food Protection Program page lists a public pool/spa among the projects that need a plan check application. Amounts are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26), and the county publishes pool operation, signage and self-inspection handouts on its Permit Applications & Handouts page.
Food Facility Plan Check
The county's Food Protection Program page says 'If you are opening a new or remodeling an existing restaurant, food facility, mobile food facility, public pool/spa, tattoo or body art shop, you will need to submit a plan check application.' For a restaurant, coffee shop or food-selling store the fee depends on whether the project is new or a remodel and whether a hood is installed; an equipment-only change has its own line. Amounts are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26). The plan check is separate from, and in addition to, the building permit the city or county requires for the same work and the annual retail food facility permit that follows.
Mobile Food Facility Permit
The county's Mobile Food Facilities page says 'A mobile food facility (MFF) can be a cart, unenclosed vehicle, or food truck or trailer' and that there are limitations on the foods each type may prepare; carts are restricted to limited food preparation, while trucks and trailers can do full preparation. The Food Protection Program lists mobile food vendors among the retail food facilities it permits and inspects throughout the county. The annual fee depends on the level of food preparation, per the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26). New units go through Environmental Health plan check before the permit is issued, and the same schedule's double-fee penalty applies to operating before a permit is obtained.
Temporary Food Facility Permit (community events)
Selling food from a booth at a fair, festival or other community event in Placer County needs a temporary food facility permit from Environmental Health; the Food Protection Program page says 'A community event permit helps to ensure that food at public events is safe to consume and is prepared under clean conditions' and lists special/temporary event booths among the facilities it permits countywide. A vendor working several events can take the annual temporary food facility permit instead of single-event permits, and an event organizer files the temporary event coordinator application. Amounts and the 25 percent late-payment penalty are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26).
Caterer / Host Facility Permit
The Food Protection Program page says 'Caterers supply food and related services at private or public functions held somewhere other than where the food was prepared.' A caterer serving food in Placer County holds a caterer permit; the schedule lists a $0 line for a caterer owned by the same owner as an already permitted food facility and a lower line for a caterer working from an out-of-county commissary. A venue that hosts caterers needs the host facility permit, and the county publishes Host Facility Requirements and Host Facility Caterer Standard Operating Procedures among its Mobile Foods & Caterers handouts. Amounts are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26).
Retail Food Facility Health Permit
Placer County's Food Protection Program page says 'Our specialists issue permits and inspect all retail food facilities in the county, such as restaurants, bars, markets, school cafeterias, bakeries, mini-marts and convenience stores, retail stores that sell pre-packaged food, mobile food vendors, and special/temporary event booths', so a restaurant, coffee shop or food-selling store needs this county permit whether it is in a city or the unincorporated area. County Code §5.12.030(B) also says 'A food permit is required by the health and human services department for all businesses that will handle food or food products.' Amounts are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26); the Board of Supervisors staff report for April 7, 2026 (item 18A) requested a public hearing to adopt a resolution adjusting Environmental Health fees by 3.21 percent for CPI, effective July 1, 2026. Under the same schedule, new permits and ownership changes may be pro-rated on a half-year basis, operating before obtaining a permit carries a penalty of double the permit fee, and fees unpaid 30 days after the due date incur an additional 25 percent.
Body Art Facility Permit and Practitioner Registration
A salon or studio offering tattooing, body piercing or permanent cosmetics needs a body art facility permit from Placer County Environmental Health, and each person doing the work holds an annual practitioner registration. A salon offering only hair, nail or skin services without body art has no body art permit. A new tattoo or body art shop, or a remodel, goes through plan check first, as the county's Food Protection Program page notes, and the county publishes body art plan check and self-inspection checklists and temporary event forms on its Permit Applications & Handouts page. Amounts are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26); the schedule marks the $45 ear-piercing-only fee as state prescribed and not subject to a CPI increase.
