About each permit
Hazardous Materials Business Plan (CUPA)
The county's Hazardous Materials page says 'Placer County Environmental Health is the designated CUPA for all areas of the county, except within the City of Roseville. The Roseville Fire Department is the CUPA for the City of Roseville.' Its HMBP page says 'A business is required to have an HMBP if its inventory exceeds any of these threshold quantities': solids 500 pounds or more, liquids 55 gallons or more, compressed gases 200 cubic feet or more. An auto-repair shop, contractor yard or veterinary practice storing oils, solvents, compressed gases or similar materials at those levels files a business plan and pays the annual fee. Amounts are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26), which marks the $79 Right to Know surcharge as state prescribed.
Hazardous Waste Generator Permit (CUPA)
The county's Hazardous Materials page says the CUPA Program 'is certified by CalEPA to regulate businesses that store reportable quantities of hazardous materials or generate hazardous waste', lists Hazardous Waste Generators among its programs, and states that Placer County Environmental Health is the CUPA for all areas of the county except within the City of Roseville, where the Roseville Fire Department is the CUPA. An auto-repair shop generating waste oil, solvents or used parts, a veterinary practice generating hazardous waste, or a contractor generating such waste falls under the generator program, priced by generator size. Amounts are from the Environmental Health Division's Fee Schedule - Effective July 1, 2026 (FY 26-27, revised 5/14/26).
