About each permit

Sign Permit

Per the city's own Development Services fee schedule, a sign permit is charged in addition to any applicable building permit, and also carries the same 4% Technology Improvement Fee. The schedule prices each sign at a $102.40 base plus 3% of the sign's valuation and $0.30 per square foot, with $18.25 more for an illuminated sign's electrical connection.

Certificate of Occupancy

No fee — the city's own fee schedule states directly: "Initial Certificate of Occupancy: No Charge." A duplicate copy costs $30 within 12 months of the original or $120 after that, and a temporary certificate is free for its first period but $500 (or $20/day if less) per 30-day extension in months 2 through 4, rising to $1,000 (or $40/day) per 30-day extension after that. A Change of Occupancy Permit, required when the use itself changes, runs a $500 minimum, priced like a renovation permit.

Commercial Building Permit

A further 4% Technology Improvement Fee applies, capped at $800 per transaction, plus a non-refundable permit deposit ranging from $170 to $33,000 by project size. Every commercial job must be performed by an Arizona-licensed contractor: the city's guidance on occupying an existing commercial building states that all work must be completed by a licensed contractor and points applicants to the Arizona Registrar of Contractors' contractor search.

Contractor Licensing — State ROC License Applies (Mesa)

No city fee is listed for this step. The city's own guidance, Occupying an Existing Commercial Building in Mesa, states that all work must be completed by a licensed contractor and directs applicants to search for one through the Arizona Registrar of Contractors (ROC); the guidance names no separate city contractor license or registration. A contractor doing business in Mesa needs the state ROC license, covered at the state layer, where its fees are listed, plus Mesa's general business license.
