Business licenses and permits in St. Clair County, Alabama

St. Clair County, Alabama has two county seats, Ashville and Pell City, and the Probate Office (Judge of Probate Andrew Weathington) keeps a public office in each. The general county business license is the statewide Title 40, Chapter 12 privilege license issued through Probate, and the fees listed for the county are the combined state-plus-county totals printed in the ALDOR Handbook of Privilege and Store Licenses (October 2022). A location outside every city uses each section's own all-other-places row; a business inside a city pays the tier for that city's Census population band. The St. Clair County Commission's letter dated September 8, 2025 states that the county has no zoning rules, requires no building permit in the unincorporated parts of the county and requires no certificate of occupancy; a floodplain development permit from the county engineer applies in flood zones. The St. Clair County Health Department is an Alabama Department of Public Health field office in Pell City; no health permit fee schedule is published. The county is Wet on the Alabama ABC Board's table, and a retail liquor license outside a municipality needs County Commission approval. Incorporated municipalities include Argo, Ashville, Leeds, Margaret, Moody, Odenville, Pell City, Ragland, Riverside, Springville, Steele, Trussville and Vincent; each runs its own business license regime that stacks on the county's.

What do these permits involve in St. Clair County?

Floodplain Development Permit (Special Flood Hazard Areas Only)

A development permit is required before any development in an identified special flood hazard area of St. Clair County, applied for through the Floodplain Administrator and the county engineer (205-594-2190). The permit remains valid for one year and is void if the activity is not begun within 180 days. The permit fee is not published: the ordinance and the model permit form print no fee amount, and there is no published fee schedule for this permit, so call the county engineer for the current amount. The Commission's letter of September 8, 2025 says there are restrictions if a property is in a flood plain and directs applicants to the county engineer. The permit applies only to property in a flood zone and only in the unincorporated area.

Zoning, Building Permit and Certificate of Occupancy — None in Unincorporated Area (County Commission Statement)

The St. Clair County Commission's letter dated September 8, 2025 states: "St. Clair County does not have zoning rules and regulations and does not require a building permit in the unincorporated parts of the county. St. Clair County Commission does not require a certificate of occupancy." The county therefore issues no zoning approval, building permit or certificate of occupancy for the unincorporated area and charges no fee for one. The same letter says state regulations requiring contractors to hold appropriate licenses apply, that there are restrictions in a flood plain (see the floodplain permit), and that sales and use tax laws apply during and after construction. This is the county's own statement; a business inside a city is under that city's zoning and building rules, which each municipality runs separately.
