How much does it actually cost to permit a restaurant in Prince William County?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 17 records listed for a restaurant in Prince William County, VA, 8 apply to every business of this type and 9 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 8 that always apply, 4 carry a flat fee, coming to $303.20. That is a floor, not a total. 10 of the 17 are charged as a range or a formula set by the issuing agency, and 2 have no fee published at all. The ones particular to this business that vary:
BPOL Business License — Retail Merchants: No BPOL tax is due on gross receipts under $500,000. At $500,000 or more, a business classified as a Retail Merchant pays $0.17 per $100 of gross receipts.

Mixed Drink License (County BPOL Add-On): $200–$500 a year, flat, by license type — the Tax Rates page publishes only the $200-$500 range and does not break it into a seating-capacity or license-type tier table
VESMP Land-Disturbance Permit: Initial VESMP permit fee by disturbed acreage, total fee / county portion / state portion: $450 ($315/$135) for 2,500 SF up to 1 acre; $4,100 ($2,870/$1,230) for 1 to 5 acres; $5,100 ($3,570/$1,530) for 5 to 10 acres; $6,800 ($4,760/$2,040) for 10 to 50 acres; $9,100 ($6,370/$2,730) for 50 to 100 acres; $14,300 ($10,010/$4,290) for more than 100 acres. The other 6 variable fees belong to permits that apply to every type of business here; their formulas are set out on the Prince William County permits page and the VA state page.

What does a restaurant need in Prince William County that other businesses do not?
1 of the 9 permits particular to a restaurant here applies to no other business type we cover in Prince William County: Mixed Drink License (County BPOL Add-On).
BPOL Business License — Retail Merchants
A retail store, restaurant or coffee shop operating in unincorporated Prince William County is classified as a Retail Merchant for BPOL purposes, paying $0.17 per $100 of gross receipts once gross receipts reach $500,000 a year; below that threshold the tax due is $0.00, though a license application is still required. Classifying a restaurant or coffee shop as a Retail Merchant rests on general Virginia BPOL practice, which treats the sale of prepared food and beverages for on- or off-premises consumption as a retail sale, and on PWC's own 2023 Business License Instructions, which groups retailers and restaurants together for sales-tax-registration purposes — not on a current, restaurant-specific PWC ordinance citation. The county's own Business License Brochure describes licensing as required of all businesses regardless of gross receipts, while the county's live Business License page frames filing below $500,000 as optional for a non-contractor business; this page states the $500,000 tax-due threshold without adopting either framing as the sole rule on who must file. This rate does not apply inside the Towns of Dumfries, Haymarket, Occoquan or Quantico, which run their own BPOL schedules. Renewal is due annually by March 1.
Food and Beverage (Meals) Tax
A restaurant, coffee shop or food truck preparing and serving food or beverages to customers in Prince William County must collect and remit this tax, currently 3% of the total sale price, filed monthly through the county's online Taxpayer Portal or by paper return, due on or before the 20th of the month following collection. The rate was 4% from July 1, 2022 through December 31, 2025 and dropped to 3% effective January 1, 2026, the rate in effect today. The county's own page names restaurants, coffee shops, food trucks and vendors, cafes, caterers, convenience stores and delicatessens as covered establishments. Late filing or payment carries a 10% late-filing penalty, a 10% late-payment penalty and 10%-a-year interest computed daily. This tax is separate from, and in addition to, the BPOL business license each of these three industries also holds.
Mixed Drink License (County BPOL Add-On)
A restaurant serving mixed drinks in Prince William County holds a Virginia ABC mixed-beverage license from the Virginia ABC Authority, the sole statewide alcohol-licensing authority — once that application is filed, the Board notifies the county, which has 30 days to submit an objection under Va. Code §4.1-230. Separately, and on top of that state license, the county itself levies a Mixed Drink License (Flat Fee) of $200 to $500 a year as part of its own BPOL rate schedule, authorized as a local option by Va. Code §4.1-233.1, and published directly on the county's own current Tax Rates page. This county-levied fee is a real, current charge; this page does not state that the county charges no alcohol fee. The Tax Rates page publishes only the $200-$500 range itself, without a seating-capacity or license-type table breaking down which figure applies to a given restaurant.
Food Establishment Permit Fee
A restaurant, coffee shop, mobile food unit, or childcare facility with its own kitchen operating in Prince William County holds this $40.00 Food Establishment Permit from the Prince William Health District, listed on the District's own payment table as a separate line item from the $40.00 Food Establishment Plan Review Fee recorded in the previous requirement. A new food establishment therefore pays $80.00 total, split between plan review and the permit itself. The Health District's own fee page states only the dollar figure for this permit and does not say whether it is billed once at initial permitting or renewed on a recurring basis; a stale 2008 state-budget figure found during research was checked against the Health District's current page and is not current or Prince-William-specific, so it is not used here.
Food Establishment Permit
One flat $40 for the whole state, which is unusual and cheap — and the fee's authority is the Appropriation Act rather than the food statute, so anyone looking for it in Title 35.1 or in the food regulation will not find it there. A new restaurant pays $80 in total, plan review plus permit, and the combined fees are capped at $80 a year per facility. Apply at least thirty days before opening. A permit is not transferable, so a change of ownership means a fresh $40. Ten localities adopted their own food ordinances before 2022 and permit independently — Alexandria, Arlington, Danville, Fairfax County, Hampton, Hopewell, Norfolk, Petersburg, Portsmouth and Roanoke — and some add real money on top: Fairfax charges $100 for a preliminary inspection and $80 for a change of ownership. Retail food stores and manufacturers are a different regime entirely, run by the agriculture department, where the permit is free and the annual inspection is $40.
Certified Food Protection Manager
No state fee — Virginia neither issues the certificate nor charges for it; an accredited programme does both. At least one employee with supervisory and management authority must hold it, but the rule carves out establishments serving only food that needs no temperature control, and those that merely reheat or cold-hold commercially processed food, provided they do not cool it. The five-year validity people quote is the certifying programme's rule, not Virginia's — the regulation sets no term. Virginia requires no food handler card statewide either, and the department publishes a table of the twelve localities that do impose one, all of them in Hampton Roads and the Peninsula.
