Business licenses and permits in Fairfax County, Virginia
Virginia is the only U.S. state where incorporated cities are legally independent of the surrounding county: the City of Fairfax and the City of Falls Church sit inside or against Fairfax County's boundary but are wholly separate governments with their own business-license, health, zoning and building regimes, and nothing listed here is sourced from or applies inside either city. The County's own administrative headquarters, the Fairfax County Government Center (12000 Government Center Parkway), sits in unincorporated Fairfax County near, but not inside, the City of Fairfax. Fairfax County additionally contains three incorporated towns — Clifton, Herndon and Vienna — whose residents and businesses remain inside the county for County real-estate tax, County courts and County health department purposes, but which run their own BPOL business-license and zoning regimes that substitute for, rather than stack on top of, the County's own: Virginia Code §58.1-3711 provides that a county's BPOL tax does not apply within a town that imposes its own BPOL tax on the same privilege, and each town's own site confirms it — Vienna's own page states Fairfax County does not issue Non-Residential Use Permits for businesses in the Town of Vienna, and Clifton's own FAQ states its BPOL tax is 'paid to the town, and the businesses do not have to pay a similar tax to the County of Fairfax.' Building permits and health permits are the exception: the County continues to reach inside all three towns for these, as Clifton's own FAQ confirms a homeowner remodeling in Clifton 'will also need a Fairfax County building permit' in addition to the Town's own approvals. County-level licensing here runs through the Department of Tax Administration (BPOL and specialty license taxes), the Health Department's Division of Environmental Health (food, pool, well and related permits), Land Development Services (building permits, the Home Improvement Contractor license and the Non-Residential Use Permit), the Department of Planning and Development's Zoning Evaluation Division (zoning use classifications and special permits/exceptions), and the Office for Children (family child care home permits).

What do these permits involve in Fairfax County?
Certificate of Occupancy / Non-Residential Use Permit (Non-RUP)
Any of the ten industries this site tracks occupying commercial space for the first time, or changing the use of an existing commercial space, in Fairfax County needs a Certificate of Occupancy (Non-Residential Use Permit, or Non-RUP) from Land Development Services' Building Division before occupancy, required under Zoning Ordinance Article 8. The fee is $95, as stated verbatim on the county's own Non-RUP page: 'The fee for a Certificate of Occupancy (NonRUP) is $95.' That same county page states directly that Fairfax County does not issue NonRUPs for businesses located in the Town of Vienna, which instead runs its own equivalent process through viennava.gov. A salon or barbershop, classified under the Zoning Ordinance as a 'Personal Service' use (§4102.5.O), is an Associated Service accessory-only use in most residential and several commercial/industrial districts and is permitted as a stand-alone principal use by right only in four specific commercial districts, per the county's own current Article 4 Use Regulations — a free-standing salon should confirm it sits in one of those by-right commercial districts before relying on this occupancy permit alone.
BPOL (Business, Professional and Occupational License) Registration
Every business, including a home-based business, operating in unincorporated Fairfax County must register for a BPOL license with the Department of Tax Administration, as read directly from the county's own fee pages. Businesses with gross receipts or purchases of $10,000 or less owe no fee; $10,001-$50,000 owes a flat $30; $50,001-$100,000 owes a flat $50. Above $100,000, the tax is a per-$100 rate by classification, read verbatim from the county's own bpol-license-rates page: Wholesale Merchants $0.04, Builder and Developers $0.05, Contractors $0.11, Retail Merchants $0.17, Business Service/Money Lenders/Personal Service/Repair Service Occupations $0.19 each, Telephone Companies $0.24, Amusement Occupations/Hotels and Motels/Renting By Owner $0.26, and Professional Occupations/Consultants and Specialized Occupations/Real Estate Brokers/R&D Business $0.31. New businesses must register within 75 days of starting operations, with a 10% late penalty, and renew annually by March 1. Virginia Code §58.1-3711 provides that a county's BPOL tax does not apply within a town that imposes its own BPOL tax on the same privilege: each of Fairfax County's three incorporated towns — Clifton, Herndon and Vienna — runs its own BPOL ordinance, so this county-level registration and rate schedule applies everywhere in unincorporated Fairfax County but is replaced, not stacked on top of, by each town's own BPOL ordinance for a business physically located inside Clifton, Herndon or Vienna, as Clifton's own FAQ confirms directly.
Well Permit
Any of the ten industries this site tracks that operates on a private well in Fairfax County — typically a business in a less-developed part of unincorporated Fairfax County not served by public water — pays the Health Department's well-permit fees, read directly from the county's own environmental health fee-schedule page: $500 for a New Permit and $500 for an Abandonment Permit on a non-primary residence. This record applies only when a business's site uses a private well rather than public water service; a business connected to public water has no occasion to apply for either permit, a scope consequence of the permit covering well use specifically.
Building Permit (Base Fees)
Any of the ten industries this site tracks doing building work in Fairfax County pays Land Development Services' Appendix Q fee schedule, downloaded and confirmed directly from the county's own PDF, most recently amended by Ordinance 05-26-Q, adopted by the Board of Supervisors on May 5, 2026: a base fee of $141.75 (the minimum for any permit, Ch. 61-1-3(d)1); a reduced fee of $47.25 for multiple permits per unit or for no-inspection permits (Ch. 61-1-3(d)2a/2b); an after-hours, time-specific inspection fee of $316.05 per 30 minutes (Ch. 61-1-3(d)4); a minimum amendment-of-permit fee of $47.25 (Ch. 61-1-3(d)5); and a re-inspection fee equal to the base fee, $141.75 (Ch. 61-1-3(d)18). The PDF's own authority clause lists Va. Code §§15.2-2241(A)(9), 15.2-2286(A)(6), 62.1-44.15:27(H)(4), 36-98.3, 36-105(D)(1), 62.1-44.15:28(9), and 62.1-44.15:29, along with Fairfax County Code Chapters 2, 61, 64, 65, 66 and 101, as confirmed verbatim in the PDF's own text.
