Under Article 3 a development permit is required, and no structure or land may be located, altered or have its use changed without full compliance; Article 4 appoints the Nueces County Engineer as Floodplain Administrator. The county page says no structure can be built or land altered until a Floodplain Development Permit is issued, and an Elevation Certificate is required before issuance. The county's application form has a commercial option and asks for the septic permit among its attachments. Variances go to Commissioners Court.
