How much does it actually cost to permit a coffee shop in North Charleston?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 10 records listed for a coffee shop in North Charleston, SC, 5 apply to every business of this type and 5 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 5 that always apply, 1 carry a flat fee, coming to $50.00. That is a floor, not a total. 5 of the 10 are charged as a range or a formula set by the issuing agency, and 1 has no fee published at all. The ones that vary:
Commercial Building Permit: For construction valued at $1,001 and above: $15.00 for the first $1,000 plus $5.00 per additional thousand (or fraction) up to $50,000; $260.00 for the first $50,000 plus $4.00 per additional thousand up to $100,000; $460.00 for the first $100,000 plus $3.00 per additional thousand up to $500,000; $1,660.00 for the first $500,000 plus $2.00 per additional thousand above that. Plan review is 50% of the permit fee. Re-inspection is $50.00. Working without a permit triples the applicable fee.
Sign Permit: Same valuation-tiered schedule as the commercial building permit ($15/$5, $260/$4, $460/$3, $1,660/$2 per thousand by tier above $1,000), or a flat $30.00 for a banner sign. Re-inspection is $50.00. This fee chart does not include the city business licence.
Retail Food Establishment Permit: $100 to open plus an annual inspection fee of $100 to $450 banded by gross food sales — $100 up to $250,000, rising in $50 steps to $450 above $1.75 million
Local Business Licence: A tax on gross income at a rate each county or city sets, using a class schedule and licence year that are the same statewide
Corporate Annual Report and Licence Fee: $15 plus $1 for every $1,000 of capital stock and paid-in surplus, with a $25 minimum — and nothing at all for an LLC that has not elected corporate treatment

Is anything about these requirements changing?
For valuation of $1,000 or less, the city's own pages disagree: the commercial and new-residential permit pages both state a flat $30.00 non-refundable filing fee, while the general permit-fees summary page states no fee applies unless an inspection is required, in which case it is $15.00 per inspection. This bottom-tier conflict is unresolved between two official city pages and is disclosed rather than picked; confirm with Building and Development Services (843-740-2562) for a project at or under $1,000 in value. Neither city page states an effective/last-revised date for this schedule.
Inherits the same unresolved conflict at the $1,000-or-under tier as the building permit schedule — see that record's notes. No effective/last-revised date is posted on the page.
Confirms a specific parcel's zoning allows the intended business use before a lease is signed or a licence applied for; requested through the city's online Customer Portal. Distinct from a Rezoning Application ($100 flat fee), which is a separate, far less commonly needed process for a parcel whose zoning does not already permit the intended use.
Check the agency before anything else: retail food safety moved out of the health and environmental control department on 1 July 2024, and it did not go to either of the two departments that replaced it — it went to the Department of Agriculture. Any guidance naming DHEC for a restaurant permit is two years out of date. The pricing is a $100 first-year fee plus an inspection fee banded by the previous year's gross food sales, starting at $100 up to a quarter of a million and rising in fifty-dollar steps to $450 above $1.75 million; a new business estimates its band from anticipated sales. Alcohol and general merchandise are excluded from the calculation, and a convenience store counts only what it prepares or packages itself, though fountain drinks do count. Miss the thirty-day payment window and $50 is added at thirty days and another $50 at sixty; at ninety days the permit is suspended and reinstatement costs $25. There is no paper permit — the graded decal posted on the wall is the evidence, on a scale where 88 to 100 is an A, 78 to 87 a B and 77 or below a C, and below 70 triggers enforcement. School and licensed child care kitchens, healthcare facilities and charitable meal providers are exempt from the fee but must certify annually.
South Carolina has no state business licence — the statute defines the term to mean something a county or municipality issues — but it did something more useful than creating one. An act effective from 2022 left roughly two hundred and thirty local licences in place while forcing them onto a single licence year running 1 May to 30 April, a single class schedule built from industry codes and federal profitability statistics, a single appeal route that starts with thirty days to request an adjustment and an informal conference within fifteen, and a single portal for reporting and paying. What is not standardised is the rate, which each jurisdiction still sets for itself. The tax is computed on the gross income of the preceding calendar or fiscal year, or on a projection for a new business, and a licence tied to a construction contract expires when the project completes rather than in April. You need one in every jurisdiction you do business in.
A hundred and ten dollars, fixed by statute, and then nothing recurring — a South Carolina LLC files no annual report at all. The evidence is structural rather than merely an absence of mention: the LLC act contains no annual report provision, and its own fee schedule has no annual report line, in direct contrast to the corporation schedule which does. The one exception is an LLC that elects to be taxed as a corporation, which then picks up the corporate obligations. Other filings are modest: an amendment or merger $110, a name reservation $25, termination or cancellation $10, reinstatement after administrative dissolution $25. Disregard the widely repeated claim that filing online costs $125 because of a $15 electronic records fee — no such fee appears on the Secretary of State's own page.
The advertised figure is $110 but the cheque is $135, because a form CL-1 and its $25 minimum licence fee must accompany the articles. That $110 is itself two things — a $10 filing fee and a $100 tax — which is why amendments and mergers also carry the $100 on top of their $10. Unlike an LLC, a corporation then has a recurring obligation, though not to this office: the annual report is a schedule of the corporate income tax return filed with the revenue department. A corporation that does not file with the Secretary of State at all must still submit the CL-1 within sixty days of starting business.
The common claim that South Carolina has no annual report is true for LLCs and wrong for corporations. A corporation files one, but it is not a Secretary of State filing at all — it is schedule D of the corporate income tax return, filed with the revenue department, and the fee is the corporate licence fee. That fee scales with capitalisation rather than being flat: $15 plus a dollar for every thousand dollars of capital stock and paid-in surplus, which works out at a tenth of one per cent, subject to a $25 floor. It is due when the return is due, on the fifteenth day of the fourth month after the tax year closes. A new corporation's first version of this is the CL-1, due within sixty days of commencing business.
South Carolina is one of the minority of states that charges for sales tax registration, and it charges per location rather than per business — a chain pays $50 for every permanent branch. In exchange the licence never expires: it stays valid as long as the same person carries on the same business at the same place, with no renewal cycle at all. Two lower rates exist: $20 for artists and craftsmen selling their own work at shows and festivals, and $50 for a transient or temporary business. The one obligation that catches dormant businesses is the twenty-four month rule — go two consecutive years without a retail sale and the law requires you to surrender the licence, although an affidavit can preserve it through a known gap.
No state fee, because South Carolina neither examines nor certifies anyone — the certificate comes from a nationally accredited programme at that programme's price. There are two obligations here and the second is the one that shapes rotas. At least one employee with supervisory authority, the power to direct food preparation and enforce health policy, and a frequent presence at the premises must be a certified food protection manager. Separately, at all times during operation the person in charge must be either a certified food handler or a certified food protection manager — which is a staffing constraint on every shift, not a one-off qualification for the owner. The rules draw a sharp line between certification and training: a training certificate alone does not satisfy the requirement, because the accreditation must attach to the examination process. Establishments the department judges to pose minimal risk are excused. No validity period appears anywhere in South Carolina's rules, so the certificate lasts as long as the issuing programme says it does.
