About each permit

Fireworks Sales Annual Permit (B-1/B-2 Zones)

Zoning Ordinance § 4-16(c) allows retail fireworks sales in B-1 and B-2 zones only as a conditional use with a permit from the Zoning Administrator, and only from December 1 to January 7 and June 15 to July 10; sales in M-1 and M-2 industrial zones are a use of right. The applicant furnishes an annual permit fee of $50.00 and a $500.00 performance bond (certified check or cash deposit), refundable under § 4-16(c)(4), and a sales location must be at least 250 feet from any residentially zoned parcel. The $50 figure is also the 'Fireworks Sales Annual Permit' line of the § 7-9 fee schedule as amended by Ord. No. 2026-022, adopted June 25, 2026. Under City Code § 10.5-21 a fireworks seller must also hold the state Board of Pyrotechnic Safety license and have prior Fire Department approval.

Zoning Verification Letter

Confirms a specific parcel's zoning allows the intended business use before a lease is signed or a license applied for; requested through the city's online Customer Portal. Distinct from a Rezoning Application ($100 flat fee), which is a separate, far less commonly needed process for a parcel whose zoning does not already permit the intended use.

Sidewalk Café Permit (Old Village Business Overlay District)

Applies only within the Old Village business overlay district. Zoning Ordinance § 5-16(d)(1) requires a sidewalk café permit to operate a sidewalk café (part of an immobile retail food establishment on the public right-of-way directly next to it), valid for one year, with a fee of $100.00; the § 7-9 fee schedule (Ord. No. 2026-022, adopted June 25, 2026) lists 'Sidewalk Café Annual Permit $100'. The application requirements in § 5-16(d)(1)c also list a non-refundable application fee of $100.00, proof of a valid retail food establishment business license and certificate of occupancy, $100,000 of insurance, a measured drawing and a layout plan, and the establishment must post a sign at least 10 days before the Zoning Administrator considers the application. The fire inspector reviews the application and a site inspection is held before issuance.

Variance / Special Exception / Appeal of Staff Determination

The $100 figure is the 'Variance / Special Exception / Appeal of Staff Determination' line of the Planning and Zoning Fee Schedule in Zoning Ordinance § 7-9, as amended by Ord. No. 2026-022, adopted June 25, 2026. It applies only when a business needs a variance or special exception from the Board of Zoning Appeals, or appeals a staff determination, for its site. The same schedule lists the $10 Zoning Verification Letter and the $100 rezoning fee.
