How much does it actually cost to permit a coffee shop in King County?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 21 records listed for a coffee shop in King County, WA, 7 apply to every business of this type and 14 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 7 that always apply, 3 carry a flat fee, coming to $501.00. That is a floor, not a total. 11 of the 21 are charged as a range or a formula set by the issuing agency, and 2 have no fee published at all. The ones particular to this business that vary:
Food Establishment Plan Review: 2026: new construction $1,008 base fee (4 hours) plus $252 per hour after 4 hours; remodel or multiple reviews $756 base fee (3 hours) plus $252 per hour after 3 hours; resubmitted plan review $252 per hour, billable; subsequent preoccupancy or field plan review $504 base fee (2 hours) plus $252 per hour after 2 hours; changes to mobile and limited food service establishments $504 plus $252 per hour after 2 hours. The Board of Health Code carries 2024 equivalents: new construction $972 plus $243/hour after 4 hours; remodel $729 plus $243/hour after 3 hours.
Food Business Permit — Permanent Food Establishment (annual): $441–$1,386 a year, by establishment type, seats and risk category (2026 schedule); plan review charged separately
Mobile Food Unit Permit (food truck, cart, trailer, kiosk): $630–$1,260 a year per mobile food unit by risk: Risk 1 $630, Risk 2 $1,008, Risk 3 $1,260 (2026)
Food Establishment Permit: $240–$1,386 a year, set by the local health jurisdiction — there is no state fee
The other 7 variable fees belong to permits that apply to every type of business here; their formulas are set out on the King County permits page and the WA state page.

What does a coffee shop need in King County that other businesses do not?
1 of the 7 permits particular to a coffee shop here applies to no other business type we cover in King County: Food Business Permit — Espresso / Coffee Shop (Risk 1).
Food Business Permit — Espresso / Coffee Shop (Risk 1)
A coffee shop serving only espresso and blended drinks is Risk Category 1 with Public Health and pays $441 a year (2026), the lowest annual food permit fee — Board of Health Code §5.64.010.A designates 'Any establishment serving espresso or blended drinks, with no other food preparation' as Risk 1. Adding baked goods, grilled sandwiches or other prepared food moves it to Risk 2 ($693-$945 by seats) and cooked or hot-held food to Risk 3 (see the general food business permit record). An espresso-only mobile cart is also Risk 1 but is priced as a mobile food unit ($630, see the mobile food unit record). A coffee business serving only non-TCS drinks such as plain coffee or tea, with no milk or other TCS ingredient, may fall entirely outside the permit requirement — confirm with Public Health. Plan review before construction or remodel is charged separately. The permit year runs April 1 to March 31 with quarterly first-year proration, and this fee applies county-wide, including every city, because Public Health is the county-wide food regulator.
Food Establishment Plan Review
Public Health reviews food-business plans and performs the pre-operational inspection before a restaurant, coffee shop or mobile unit is built, remodelled or changes hands, in every city and the unincorporated area alike. In 2026 new construction costs a $1,008 base fee covering four hours plus $252 an hour after that; a remodel is $756 covering three hours plus $252 an hour; a resubmitted plan is $252 an hour; changes to mobile or limited food service units are $504 plus $252 an hour after two hours; and plan review for a new farmers market is $504 plus $252 an hour over two. The Board of Health Code carries the 2024-dollar equivalents ($972 and $243), reflecting the same annual CPI-based adjustment that applies to every other Public Health fee listed here. Plan approval comes before the operating permit application is complete. Plan-review questions go to 206-263-7833.
Fire Systems Permit — Commercial Cooking (kitchen hood) Suppression System
Installing or altering a commercial kitchen hood fire-suppression system in unincorporated King County needs a fire system permit from King County Permits: $1,587 plan review plus $1,711 inspection per system in 2026, $3,298 in total. Sprinkler and fire alarm systems are permitted separately (see the next record). This is the 2026 fee schedule; King County Code sets a lower fee ($1,389 plus $1,497, $2,886 total) effective January 1, 2027, unless the Council adopts a new fee ordinance first (one was due to the Council by October 1, 2026). Confirm the current fee with King County Permits, (206) 296-6600, after January 2027. Inside a city, that city's fire authority permits these systems instead.
Food Establishment Permit
The state writes the retail food code and prices nothing — the whole chapter contains no dollar figure anywhere. The local board of health, acting through the local health officer, is the regulatory authority, and each of the thirty-five local health jurisdictions sets its own schedule capped at actual cost. They do not even band the same way: King County crosses establishment type with seat count and a three-level risk category, from $441 to $1,386; Spokane bands by complexity, $290 basic, $380 limited and $850 complex; Pierce County bands by seats from $1,080 up to $2,400 for a large buffet. King County's permit year runs from 1 April and prorates by quarter. Plan review is separately and substantially charged — a thousand dollars and upward in King County. A single Washington restaurant permit fee does not exist and any figure offered as one is invented.
Food Worker Card
Ten dollars, and unusually the card is issued locally but valid across the whole state — the exam is uniform and any legally issued card works everywhere in Washington. The term rewards staying current: two years for a first card, three on renewal, and five if you document additional food safety training within the previous two years. One warning worth repeating because the state itself repeats it: there is exactly one authorised online provider, foodworkercard.wa.gov, and other sites offering a similar card are not valid in Washington. You may renew up to sixty days early. This is a separate thing from the certified food protection manager requirement in the food code.
