How much does it actually cost to permit a food truck in Allentown?
There is no single figure, and any site quoting one is rounding away the part that matters. Of the 8 records listed for a food truck in Allentown, PA, 4 apply to every business of this type and 4 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.
Of the 4 that always apply, 1 carry a flat fee, coming to $35.00. That is a floor, not a total. 1 of the 8 are charged as a range or a formula set by the issuing agency, and 2 have no fee published at all. The ones that vary:
Retail Food Facility Licence: $82–$241 new licence, renewal or change of ownership

Is anything about these requirements changing?
A separate, ongoing Business Privilege Tax rides alongside this flat licence fee — 1.5 mills per $1,000 of gross receipts for retail, 1 mill for wholesale, or 3 mills for a service or rental business, filed annually by April 15.
$125 with no per-share or capital surcharge, which is worth knowing against states like the District of Columbia where authorised capital can push the same filing to four figures. One form covers business, statutory close, professional, management, insurance, benefit and cooperative corporations. The same veteran and reservist exemption applies. Note the annual report deadline differs from an LLC's: a corporation files between 1 January and 30 June, an LLC has until 30 September.
$7 a year, and free for a non-profit — but this is a new obligation that a lot of Pennsylvania businesses do not yet know about. Act 122 of 2022 repealed the old decennial report and replaced it with this, first due in 2025. The deadline depends on what you are: a corporation files between 1 January and 30 June, an LLC between 1 January and 30 September, and a limited partnership, LLP, business trust or professional association has the whole year. Your first report is due the calendar year AFTER you first register. There is a grace period that will end quietly — administrative dissolution, cancellation or termination begins with reports not filed in 2027, so a business that has skipped it so far has one cycle left. One decennial filing survives, for insignia and marks. Separately, an LLP or restricted professional LLC also files a Certificate of Annual Registration by 15 April, at $470 or $700 per partner or member, with a $500 penalty after 15 May — a different and far larger obligation that is easy to confuse with this one.
Free to register — the regulation says "There is no registration fee" in those words. The five-year renewal is described as automatic, and in form it is, but it is conditional in substance: the Department will not renew where any Pennsylvania return is outstanding or any tax is owed, including amounts owed to the Department of Labor and Industry. So an unrelated payroll debt can cost you the licence to sell. Register through myPATH, which is where this now happens — the PA-100 form formerly used for it has been retired. If you trade from more than one Pennsylvania location, a copy of the licence must be displayed at each. Promoter licences are the exception to the five-year cycle and renew annually. Operating without a licence is a summary offence carrying a fine of $100 to $300 and up to thirty days.
$241 for a new facility, or $103 if it is owner-operated with fewer than fifty seats — a genuine small-operator discount worth checking you qualify for. Renewal is $82, and so is a change of ownership. Plan review is free, and due at least sixty days before opening. The licence interval is risk-based rather than flatly annual: 24, 18, 12 or 6 months depending on the risk factors in the Model Food Code, so a higher-risk operation is re-licensed more often. Follow-up inspections escalate — the second is $150 and the third $300. Fees are collected at the compliant licensing inspection rather than with the application. The jurisdiction question matters more here than in most states: the Department does not license in Allegheny, Bucks, Chester, Delaware, Erie, Montgomery or Philadelphia counties, nor in the city health departments of Allentown, Bethlehem, Wilkes-Barre and York, and roughly ninety-nine further municipalities run their own licensing. There is no reciprocity between them, so a business crossing a boundary licenses twice.
Pennsylvania sets no fee and no renewal term for this, because it neither issues the certificate nor runs the programme — the state charges none and the only cost is whatever the accredited provider asks. What the law requires is one certified food protection MANAGER per licensed facility, not a food handler card for everyone, and the Department is explicit that enrolling in a food handler course instead of a management course does not satisfy it. There is no statewide food handler card in Pennsylvania at all. Anyone reading older material should be careful: the state used to issue its own certificate for $20 with a five-year renewal and continuing education under Chapter 76 of the Pennsylvania Code, and that chapter was rescinded on 12 May 2014. It is the single most likely source of a wrong Pennsylvania figure. In practice: the certified employee must be available during all hours of operation and is the person in charge when present, the certificate is posted publicly, a new facility has ninety days to comply, three months to replace a certified employee who leaves, and one person may only serve as certified manager for one facility. Prepackaged-only operations, non-profit-managed facilities, volunteer fire and ambulance groups, agricultural fairs and school booster organisations are exempt.
$125, the same as incorporating — Pennsylvania is unusual in charging identically for both structures, so the choice is not a cost decision here. A qualifying veteran or reservist-owned small business is exempt from the start-up fee entirely under Act 135 of 2016, though not from later filings. Fees are non-refundable even if the filing is rejected, so check the form before sending it. The ongoing cost is genuinely small: $7 a year for the annual report.
The Commonwealth says it plainly: "There is no general business license that all Pennsylvania businesses must obtain." No amount is shown because the state charges none. Licensing instead depends on what you do and where you do it, across four tiers — federal, state, county and municipal — and Pennsylvania's municipal layer is unusually heavy at 2,562 municipalities. Registering an entity with the Bureau of Corporations is not a licence and does not substitute for one. The practical advice the state itself gives is to contact your county, township, city or borough directly, because the Commonwealth keeps no central record of what they each require.
