What does a contractor or trade need in Westchester County that other businesses do not?
4 of the 4 permits particular to a contractor or trade here apply to no other business type we cover in Westchester County: Solid Waste and Debris Hauler License (Chapter 826-a), Septic System Contractor License (original and biennial), Home Improvement Contractor License and Contractor Licensing — Local Home Improvement Licenses, No State License (New York).
Solid Waste and Debris Hauler License (Chapter 826-a)
The Westchester County Solid Waste Commission licenses solid waste and debris haulers under Chapter 826-a of the Laws of Westchester County. The county's home improvement packet states that a company must be licensed by the Commission if it engages in any commercial work, or in residential work for a building with more than three units, and hauls any debris identified in §826a of the Laws of Westchester County. The packet directs questions to the Commission at 914-995-6820, and the Commission's legal documents page gives the Licensing Specialist number as 995-6826.
Septic System Contractor License (original and biennial)
Under Sanitary Code §873.722 A(1), each person who provides or offers to provide services as a septic system contractor in Westchester County must hold a license from the Commissioner of Health. The licensing fees are set in the licensing paragraph under §873.2111 of Article XXI (Article XXI, Supp. No. 47, amended February 19, 2026 and in effect from May 1, 2026): $300 per septic contractor applicant on the original application and $300 per licensed septic contractor on each biennial license or renewal. The county's May 1, 2026 fee sheet lists the same figures. The license applies to a business that installs, repairs or services onsite septic systems. Septage collector and septage vehicle licenses are set in the same schedule and are not part of this record.
Home Improvement Contractor License
County Code §863.313(1) provides that no person may conduct the home improvement business in the county unless licensed under Article XVI. §863.315 sets the non-refundable fee at $750 for the two-year license and $750 for each renewal. The county's home improvement application packet dated January 2026 reproduces Article XVI and states that the $750 fee applies as of January 1, 2026. The packet also sets a $50 duplicate-license fee and a $50 late renewal penalty. Scope: §863.321(3) limits Article XVI to the area of the county outside any city, village or area of a town that is itself regulating or licensing the home improvement business. The packet states that the CITY OF YONKERS has additional licensing requirements, and it sets out no further detail on Yonkers.
Contractor Licensing — Local Home Improvement Licenses, No State License (New York)
The Department of State's catalogue of licensed occupations lists thirty-six license types and no general or home improvement contractor license, so there is no state contractor license fee. Home improvement licensing is instead a local matter: the Attorney General's home improvement fact sheet states that 'Home improvement contractors must be licensed in New York City, Suffolk, Nassau, Westchester, Putnam, and Rockland counties.' Outside those places, check with the county or city for any local requirement. One state-level credential does exist but is narrower than it looks — the Department of Labor's Contractor and Subcontractor Registry, mandatory since 30 December 2024 for public work and certain covered private projects, at $200 for two years or $100 for a certified minority or woman-owned business. It is a registration for bidding on public work, not permission to trade.
The 5 state-level registrations apply to every type of business across NY and are covered on the NY state page.
