Of the 25 records listed for a contractor or trade in Guilford County, NC, 10 apply to every business of this type and 15 are conditional. What does a contractor or trade need in Guilford County that other businesses do not?
2 of the 2 permits particular to a contractor or trade here apply to no other business type we cover in Guilford County: Homeowner Recovery Fund Fee on Building Permits to General Contractors and General Contractor License.
Homeowner Recovery Fund Fee on Building Permits to General Contractors
Guilford County collects an extra $10 on every building permit it issues to a general contractor, for the State's Homeowner Recovery Fund. The Guilford County FY2027 adopted budget fee schedule, adopted June 25, 2026, states the basis in its own words: 'An additional $10 Homeowner Recovery Fund Fee applies to all bldg. permits issued to General Contractors as required by State law', at $10.00 in each of the FY2025, FY2026 and FY2027 columns. What a contractor pays Guilford County is otherwise the ordinary permit schedule rather than any county contractor credential: the trade permits at $75 each, the commercial up-fit or new building permit, the $75 Inspections plan review fee new in FY2027, the $75 re-inspection fee and the $125 after-hours inspection fee, all recorded separately on this page. Licensure itself is a State function with a dollar threshold worth knowing before bidding: G.S. 87-1(a) makes a person, firm or corporation a 'general contractor' requiring a license from the NC Licensing Board for General Contractors where it undertakes to bid upon, construct, superintend or manage construction of any building, highway, public utilities, grading or any improvement or structure 'where the cost of the undertaking is forty thousand dollars ($40,000) or more', or undertakes to erect a North Carolina labeled manufactured modular building meeting the State Building Code. Guilford County Inspections also lists a Worker's Compensation Certificate and an Owner-Contractor Exemption Affidavit, to be notarised, among the forms it takes at the counter. Scope is unincorporated Guilford County plus Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, Whitsett and the Piedmont Triad Airport Authority. Permitting: 336-641-3707.
General Contractor License
North Carolina does license general contractors, and the threshold is the number to know: the license is required where the cost of the undertaking is $40,000 or more, so smaller jobs need none. Three tiers cap the single project you may take — $750,000 limited, $1,500,000 intermediate, unlimited above — and each carries a financial test that dwarfs the application fee: working capital of $17,000, $75,000 or $150,000, or a surety bond of $175,000, $500,000 or $1,000,000 instead. Renewal also needs proof of continued financial responsibility and eight hours of continuing education a year, two of them a mandatory board course. Late renewal costs $10 for every month or part after 1 January. Lose your qualifying individual and you have ninety days to replace them, during which you may not bid or take new work; let the license stay invalid four years and it is archived, the number never reissued, and you start again with a new application and a new exam.
The other 18 local permits in the tables apply to every type of business in Guilford County, NC; what each one involves is set out on the Guilford County permits page. The 5 state-level registrations apply to every type of business across NC and are covered on the NC state page.
