Child Care License (Family Child Care Home or Child Care Facility)

The UG's own program page states its role directly: its licensing specialists complete all child care inspections in Wyandotte County — initial, annual and complaint investigations — and run the orientations and consultations for new providers, while the license itself is the state's. That page still names KDHE as the licensing agency, but the state program moved on 1 July 2026: 2025 House Bill 2045 created the Kansas Office of Early Childhood, transferred KDHE's day care licensing powers to it, and from that date makes it unlawful to run a day care facility without a license or temporary permit from the Office's director; the Kansas Legislative Research Department confirms that as of 1 July 2026 these services are all operated by the Office, which may contract inspections out to local health departments. The state itself charges no annual license fee for a day care facility: K.S.A. 65-505(a)(2), as amended by the same act, provides that there shall be no annual fee for a license to conduct a child care facility, and the act's new fee section, in force from 1 July 2026, carries that rule into the Office while keeping only a late-renewal fee ($75 or the renewal fee, whichever is greater) and an amended-license fee capped at $35. The capacity-banded figures above are therefore the UG's own charges as priced in its 2026 fee schedule (its 2022 edition priced the same bands at $110-$335), not a state fee passed through. Child Care License

Kansas licenses both family child care homes, capped at twelve children, and larger child care centres, preschools and school-age programmes, as a genuine requirement rather than an optional registration — but the state charges nothing for the license itself. 2025 House Bill 2045 rewrote the fee statute so that, from 1 July 2025, 'there shall be no annual fee for a license to conduct a child care facility', and because that statute's license fee is the one paid when the license is applied for and annually thereafter, the old capacity-based charge of $75 plus $1 a child is gone at application and renewal alike. The same Act moved licensing from the health department to the Kansas Office of Early Childhood on 1 July 2026 and repeats the rule there: for any day care facility, there shall be no annual fee. What still costs money is the background check — the applicant or licensee pays $48 for each fingerprint-based check its owners, staff and adult household members need, a charge the health department resumed on 1 January 2026 and which carries over to the new office as its rule until revised. The Act also lets the office set a fee of up to $35 for an amended license, and keeps a $75 late fee for a license not renewed within 30 days of expiring.
