Which Kansas city are you opening in?

• Kansas City, KSA consolidated city-county government — the Unified Government of Wyandotte County/Kansas City, Kansas (UG), merged in 1997 — not a city sitting alongside a separate county the way Wichita/Sedgwick County or Overland Park/Johnson County do. The UG charges a genuine annual Occupation Tax as its general business license, priced per industry category, unlike Wichita and Overland Park's much narrower named-trade licensing. Food establishment permitting is handled by the Kansas Department of Agriculture, confirmed by the UG Health Department's own current page and by the disappearance of a food-permit section from the UG's own fee schedule between 2022 and 2026. The UG fills Kansas's local contractor-licensing gap itself through its own Building Inspection Division, using a $5,000 trade bond plus occupation-tax trade categories rather than a MABCD-style joint department or a Johnson-County-style standalone class system. • Douglas County, KSDouglas County, Kansas, seat Lawrence; population 121,989 (U.S. Census Bureau 2024 estimate). Lawrence-Douglas County Public Health, the joint city-county health department, charges local fees for its child care licensing surveys of providers throughout the county, on top of the state child care license from the Kansas Office of Early Childhood, and administers the county Sanitary Code (septic permits and installer licenses) in the unincorporated area. For the unincorporated area, the Zoning and Codes Department issues building permits, enforces the County Code rule that contractors and trades hold a license from a Kansas jurisdiction, registers Type 2 home occupations and issues floodplain development and fireworks stand permits; rezonings, conditional use permits and site plans go through the joint Lawrence/Douglas County Planning & Development Services office to the Board of County Commissioners, which also licenses cereal malt beverage retailers outside city limits. The county's About page states: "Douglas County, Kansas, is home to four cities: Baldwin City, Eudora, Lawrence and Lecompton." • Overland Park, KSThe City's own Business Licenses page states that 'Overland Park does not require a general occupational business license' and lists five named licensed trades (massage therapy, pawnbroking, precious metal dealing, taxi/limo services, transient merchants), none of which is a restaurant, retail store, salon, auto-repair shop, fitness studio or veterinary practice. Food-establishment permitting is handled directly by the Kansas Department of Agriculture, confirmed in Johnson County's own Department of Health and Environment's own words, not by the County. Contractor licensing is filled not by a joint city-county department (as in Wichita/Sedgwick County) but by Johnson County acting alone through its own Contractor Licensing division, which the City's own Building Code requires as a precondition of any City building permit. Building and contractor regulation in the unincorporated county runs through the Metropolitan Area Building and Construction Department (MABCD), a joint City of Wichita / Sedgwick County department at 271 W. 3rd St. N., Wichita: commercial building permits on MABCD's Table B, the MABCD contractor license, floodplain development permits under County Code Chapter 13 and onsite wastewater (septic) construction permits under County Code Chapter 14. The same list does include an Entertainment Establishment license for a business that offers entertainment such as live music or a DJ, and a license to operate a swimming, wading or spa pool, which reach a restaurant, coffee shop or fitness studio only if it offers those. Food-establishment permitting is handled directly by the Kansas Department of Agriculture, confirmed in the City's own words, not by Sedgwick County. For the unincorporated area, the Board of County Commissioners licenses cereal malt beverage retailers through the County Clerk under fees the county sets by charter resolution, the County Clerk collects the biennial club and drinking establishment tax and issues the tobacco paraphernalia and novelty items retail license, and the Land Use & Development Department issues building, home occupation, floodplain development and septic permits. The County Clerk's Licenses page states that its cereal malt beverage information "is for those businesses located in the rural parts of Shawnee County. Any place of business within the corporate limits of any city should contact that City Clerk." The county's Building Permits page states: "The Shawnee County building code and permit procedure applies to all of unincorporated Shawnee County."
