Its figures are meaningfully higher than a June 2024 city guide's older numbers and are internally consistent with the signed March 2025 Food & Beverage Ordinance's cross-reference to this exact article, suggesting a real fee increase — but the exact effective date and ordinance number should be confirmed with the department at (260) 449-7561 before treating these as final.

This is a separate, DPS-issued zoning document from the Building Department's own 'certificate of occupancy,' which is issued after final structural inspection with no separate stand-alone fee — it is bundled into the building permit already paid.

A separate Building Department structural/electrical sign-installation permit also applies, minimum $60 for a non-illuminated sign or an electric/mobile sign.

$25 once for each place of business, so a second Indiana location means another $25 — and then renewal costs nothing. The department renews it within thirty days of expiry provided every return has been filed and every listed tax remitted; a merchant who is behind but cures before expiry gets a one-year renewal instead of two. The certificate must be displayed at each location. A remote seller crossing $100,000 of gross revenue into Indiana registers and pays the $25 like anyone else. The department must give sixty days' notice before refusing to renew, and a revoked certificate is reinstated seven days after the liability is cleared.

No state fee — Indiana recognises accredited exam providers rather than certifying anyone itself, and the price is theirs. Every food establishment must have at least one certified manager responsible for all its operating hours, though that person need not be present throughout. Certificates last five years and working on an expired one is prohibited outright, at up to fifty dollars a day. Indiana has no food handler card, and unusually it forbids one: the statute bars a local health department from imposing any registration, certification or licensing requirement on food handlers or certified managers, so a city cannot invent its own. The exemptions are wide — no raw animal cooking, heat-and-serve only, continental breakfast, drinks and ice, low-hazard items, hospitals and certain food pantries.

The statute sets $75 for an electronic filing and $100 on paper, so filing online genuinely saves $25 — but $75 is not the checkout total. The Secretary of State adds a $20 enhanced-access charge on online filings under a separate statutory power, and the portal adds a processing charge disclosed only as at least a dollar and no more than 2.15 per cent. No official page publishes the sum, so it is not recorded here; expect around $96. Indiana charges no expedite fee at all, which the Secretary of State points out is unusual. A corporation costs exactly the same, and a nonprofit $20 electronically.

Identical to an LLC at $75 electronically or $100 on paper, with no share-based component — Indiana gives no filing-cost reason to prefer one structure over the other, at formation or afterwards, since both file the same biennial report at the same price. A nonprofit is cheaper at $20 electronically and $50 on paper. The same $20 enhanced-access charge and portal processing fee apply on top of an online filing.

Every two years, not every year, and the first one falls two years after formation — guidance describing an annual Indiana report is wrong, including the state's own business owner's guide, which still quotes a superseded $30. Nonprofits are on the same biennial cycle now too. One counterintuitive detail: a for-profit saves $18 by filing online while a nonprofit pays $2 more, because the enhanced-access charge is larger than the statutory electronic discount. There is no monetary late fee at all — the sanction is administrative dissolution sixty days after the due date, and recovering from that costs a reinstatement fee plus every delinquent report at the paper rate plus a revenue department clearance that can take four to six weeks. Name protection lapses a hundred and twenty days after dissolution. Sole proprietorships and general partnerships file nothing.

No fee, because Indiana issues no general business licence — the state's own guide says it does not have any one single comprehensive business licence, and its official start-up portal presents formation as exactly two steps, filing with the Secretary of State and registering with the revenue and workforce departments, with no licence step between them. What fills the gap is industry-specific state licences, local zoning and permits, and an annual personal property filing with the county assessor. One caution on that guide: it is authoritative for the licensing architecture and stale on every figure it quotes.

The state health department permits retail food only on state property; everywhere else it is one of Indiana's ninety-five local health departments, each setting its own fees capped at the cost of the service. The two largest show the spread and the different methods: Marion County bands restaurants by full-time-equivalent staff at $432, $632 or $725 and prices groceries by floor area instead, adding a further new-establishment fee of $250 to $712; Allen County bands by employee count at $300 to $500 and charges $280 up front for plan review. Marion halves the fee for applications after 1 July and adds a quarter for renewals after 1 March; Allen charges 125 per cent of the fee for a late renewal. One code note: Indiana's retail food rule is now 410 IAC 7-26, based on the 2022 model food code, and the older 7-24 is superseded even though some state pages still cross-reference it.
