What does a contractor or trade need in Elkhart County that other businesses do not?

3 of the 3 permits particular to a contractor or trade here apply to no other business type we cover in Elkhart County: Class A Electrical Contractor's License (Elkhart County), General Contractor, Electrical and HVAC Licensing — State of Indiana Position and Plumbing Contractor License.

Class A Electrical Contractor's License (Elkhart County)

Elkhart County Code 113.06 provides that no person, firm or corporation may install, maintain, alter or repair electrical equipment unless the work is performed or supervised by the holder of a Class A electrical contractor's license, the single license class the chapter creates (113.07); employees working under a Class A licensee are covered, and listed minor work such as replacing switches, receptacles and lamps is exempt. Under 113.17 the County Building Department issues electrical permits only to a license holder unless the installation is exempt. The applicant applies in writing to the Electrical Examining Board at least 30 days before an examination date, paying a non-refundable examination fee equal to the testing designee's charge (113.09); examination dates are the first Monday of January, April, July and October (113.03(A)). On the Board's approval the Building Commissioner issues the license (113.08(A)). As set in 113.08(B) (Ord. 03-119), the license fee is $100 a year on a calendar-year basis, prorated by remaining months in the first year only; licenses expire December 31, and one 30 days delinquent is issued as a new license. The Building Department's page links Electrical Contractor License Ordinance No. 03-119. A violation is a Class A infraction carrying $100 to $1,000.

General Contractor, Electrical and HVAC Licensing — State of Indiana Position

There is no state fee to record here. The State of Indiana's Business Owner's Guide states that the only construction contractors licensed by the State of Indiana are plumbers, and that contractor licensing for everyone else is a local option that varies by city and county. The Professional Licensing Agency's professions page lists about forty regulated professions, and that list names no general contractor, builder, remodeler, roofer, electrician or HVAC license. Among construction trades, the professions title of the Indiana Code (title 25) has articles only for plumbers, water well drilling contractors and manufactured home installers. The state adopts an electrical code, but adopting a code is not licensing anyone. Everything therefore turns on the city or county, and a contractor crossing municipal lines can need several licenses.

Plumbing Contractor License

Plumbing is the only construction trade Indiana licenses, so this record carries more weight than its size suggests. The initial issuance fee is halved in an odd-numbered year because every license expires on 31 December of an odd year, so a license bought in an even year buys only about one year of validity. A journeyman pays $30 to renew and an apprentice $10 a year. Indiana offers no plumbing reciprocity with any other state for either journeyman or contractor. The trades Indiana does not license are the notable part — see the separate record.

The other 5 local permits in the tables apply to every type of business in Elkhart County, IN; what each one involves is set out on the Elkhart County permits page. The 4 state-level registrations apply to every type of business across IN and are covered on the IN state page.
