How much does it actually cost to permit a contractor or trade in Kauai County?

There is no single figure, and any site quoting one is rounding away the part that matters. Of the 18 records listed for a contractor or trade in Kauai County, HI, 4 apply to every business of this type and 14 are conditional. Adding every fee on the page together would overstate what most operators pay, because it would include permits they never need.

Of the 4 that always apply, 1 carry a flat fee, coming to $0.00. That is a floor, not a total. 6 of the 18 are charged as a range or a formula set by the issuing agency, and 3 have no fee published at all. The ones particular to this business that vary:

Grading and Grubbing Permit: One-half of one percent (0.5%) of the estimated construction cost as determined by the County Engineer, paid in full before the permit issues (Kaua'i County Code §22-7.12(a)). Work begun without a permit: grubbing $1,000.00 per acre, with a $1,000.00 minimum; grading and stockpiling $500 to $25,000 by volume of material (§22-7.12(d)).

The other 5 variable fees belong to permits that apply to every type of business here; their formulas are set out on the Kauai County permits page and the HI state page.

Which offices issue these permits in Kauai County?

Permits for a contractor or trade in Kauai County, HI come from 6 separate offices: County of Kaua'i Planning Department, County of Kaua'i Department of Public Works, Building Division, County of Kaua'i Department of Public Works, Engineering Division, County of Kaua'i Department of Finance, Hawaii DCCA, Professional and Vocational Licensing Division, Hawaii Department of Commerce and Consumer Affairs, Business Registration Division. No single office issues them all, which is why an opening means filing in several places rather than one.

What does a contractor or trade need in Kauai County that other businesses do not?

4 of the 4 permits particular to a contractor or trade here apply to no other business type we cover in Kauai County: Grading and Grubbing Permit, Contractor Licensing — State License Applies (Kauai County), Individual Electrician or Plumber License and Contractor License.

Grading and Grubbing Permit

Administered by the Department of Public Works Engineering Division. Kaua'i County Code §22-7.12(a) charges 'a sum equal to one-half of one percent (1/2%) of the estimated construction cost as determined by the County Engineer,' in full before the permit issues; fees are payable to the Director of Finance and submitted to the Department of Public Works. Not every job needs a permit: §22-7.6 exempts, among other work, 'Grubbing that does not unreasonably alter the general drainage pattern to the detriment of abutting properties and does not exceed a total area of one (1) acre.' Work commenced without a required permit must be permitted retroactively at higher fees — for grubbing 'one thousand dollars ($1,000.00) per acre; provided that a minimum fee of one thousand dollars ($1,000.00) shall be assessed,' and for grading and stockpiling $500 for 101 to 500 cubic yards rising to $25,000 above 10,000 cubic yards. Under §22-7.13 every grading or grubbing permit expires one year after issuance, and earlier if work is not started within six months or is suspended for ninety days. Confirm scope and thresholds with the Engineering Division at (808) 241-4992.

Contractor Licensing — State License Applies (Kauai County)

The Building Division's Contractor's Statement — Attachment A, revised September 5, 2019, filed with building permit applications — asks the applicant to certify that they are a contractor licensed under Chapter 444 of the Hawaii Revised Statutes, giving the license number; an owner-builder exempt under HRS §444-2.5; that all specialty contractors are licensed under Chapter 444; or that they are exempt under HRS §444-2. Under that statement the state license is the credential the County checks, and the County charges no fee for a contractor credential of its own. Hawaii's Contractors License Board license, recorded at the state layer, is the real credential. County law does govern how contractors appear on a permit: Kaua'i County Code §15-5.4 requires the permit application to identify the contractor or subcontractor for each phase of work, except work equal to or less than 'five per cent (5%) of the total project cost,' and provides that 'No permit shall be loaned to another by the person to whom it was issued.' A Kaua'i contractor's county obligations are the Zoning Permit, Commercial Building Permit, 15% Building Plan Review Fee, Electrical Permit and, where land is disturbed, the Grading and Grubbing Permit, all recorded separately for Kaua'i County. The owner-builder route carries real exposure: the same form warns that violating HRS §444-2.5 draws a fine of '$5,000 or forty per cent of the appraised value of the building … whichever is greater, for the first offense.'

Individual Electrician or Plumber License

This is Hawaii's second, genuinely separate layer for these two trades. Where the contractor license above covers the business that contracts for electrical or plumbing work, this license covers the individual doing the hands-on work, issued by an entirely different board on a three-year cycle rather than the contractor board's two-year one. A business needs the first; the qualifying tradesperson it employs needs the second — holding one does not substitute for the other.

Contractor License

A license is required once a project's combined cost of labour, materials and taxes exceeds $1,000 — a strikingly low threshold compared with most states — unless the work needs no building permit and stands alone rather than as part of a larger project. General engineering, general building and specialty work each fall under this same board and this same fee, $338 to renew an entity or sole proprietor license and $208 for a responsible managing employee, on a shared biennial cycle ending 30 September of even years regardless of when the license first issued. Electrical and plumbing contracting sit inside this same system as specialty classifications rather than under a separate contractor board — but the individual electrician or plumber doing the work needs a further, separate license from an entirely different board; see that record.

The other 10 local permits in the tables apply to every type of business in Kauai County, HI; what each one involves is set out on the Kauai County permits page. The 4 state-level registrations apply to every type of business across HI and are covered on the HI state page.
